Technical Sourcing Manager, IP/EDA

The Silicon Sourcing Team moves fast and leverages key partnerships to drive technical innovation, high-quality standards and cost-savings via a customized supply chain. The Technical Sourcing Manager is the primary technical contact for supplier engagement and management with IP/EDA suppliers and, in conjunction with the Commercial Sourcing Manager, drives the strategic sourcing decisions on a global basis. Working closely with the ASIC Engineering team, the Technical Sourcing Manager helps develop, communicate and implement sourcing strategies, and participates in supplier engagements with an overall focus of influencing technology roadmaps, maintaining long-term supplier relationships, and managing to the lowest total cost of ownership. This position reports to the Director of Silicon Sourcing and is based at Facebook's headquarters in Menlo Park.


  • Maintain current knowledge of the technology and industry trends for the assigned commodities, and perform competitive analysis on relevant products
  • Develop and maintain deep technical relationships with executive management at core silicon-IP/EDA tool suppliers and maintain the internal roadmap for IP/EDA Supplier
  • Influence supplier technology roadmaps to ensure Facebook's IP needs and development flow requirements are met
  • Engage with all stakeholders to develop a sourcing strategy for IP/EDA and related design services that align with the overall business and technical objectives
  • Identify suitable Software and Emulation tools and services, evaluate product trade-offs and develop innovative business models that provide flexibility and competitive value
  • Work with IP/EDA suppliers to define and maintain sustainable license model to ensure continuity and up-to-date technology
  • Provide technical review and analysis for, and responses to, supplier proposals and RFQs
  • Resolve all technical queries arising from the quote process
  • Support pre-POR evaluation of key technologies usability/suitability within the Facebook infrastructure
  • Work with key internal partners on tools that enable a timely evaluation
  • Own technical expertise in supplier negotiations and provide review and input for product development and master supply agreements
  • Work closely with ASIC Engineering team to define IP requirements and develop and execute tool evaluation and qualification plans
  • Work with ASIC Engineering to ensure tool specifications and requirements are within broad commodity and supplier capabilities
  • Develop supplier technical process improvement plans to drive positive gain cost, quality, reduced qualification and time to deployment
  • Collaborate with ASIC Engineering to develop optimal design flows for ASIC/HW design to reduce design cycle and achieve high-quality results
  • BSEE or degree in a related technical field, or equivalent combination of education and experience
  • At least 10 years of technical experience in the IP/EDA space with level of supply chain/operations engagement with the key technology drivers and suppliers in the industry, including demonstrated experience in developing and managing overall supplier performance
  • Demonstrated experience of supplier technology roadmaps and a proven pragmatic approach to influencing supplier product roadmaps
  • Experience moving from strategy to execution and deliver results
  • Interpersonal and communication experience, with experience influencing, negotiating, building consensus and make key strategic decisions
  • Experience interfacing with and establishing technical relationships with management at IP/EDA suppliers
  • Demonstrated experience interfacing with internal and external partners in an entrepreneurial and cross-functional environment while coordinating people and technical resources
