Regional Trade Operations Manager

This Regional Trade Operations Manager is part of Facebook's growing Global Trade Operations team, which is part of Facebook's Compliance, Security, and Investigations ("CSI") organization. As Trade Operations, we partner closely with all internal business partners engaged in cross-border trade to enable them to move fast compliantly and efficiently. This includes Infrastructure, Facilities, Engineering, R&D teams, Labs, B8, Oculus VR, Enterprise Engineering and IT Logistics. In partnership with Trade Legal, Tax and Finance we educate, enable and empower the organization by building sustainable trade compliance practices that align to the needs of the business while also being scalable for a rapidly growing global footprint. The Trade Operations team is invested in aligning and operationalizing trade practices through a combination of training, responsive partnership, deep subject matter expertise, and excellent customer service.


  • Drive efficiencies in operations and spearhead the development of the APAC trade compliance program with assistance from the MPK Trade Operations team. Assist with a number of global trade compliance programs and initiatives including supporting global new product introduction efforts, country expansion strategies and development of cross-functional relationships
  • Act as first point-of-contact for trade operations covering the APAC region with specific emphasis on Singapore, Hong-Kong, Taiwan, Japan, Malaysia, Australia, India and China
  • Lead APAC compliance reviews, audits and manage the post-entry review program in cooperation with the Global Trade Quality Program Manager
  • Review and approve documentation for international shipments - including, but not limited to POA's, export license applications, end user statements and other documentation needed to facilitate shipments
  • Maintain required import and export documentation in accordance with relevant laws and corporate policy
  • Management of day-to-day import/export activities in the APAC region including daily interaction with the company's customs brokers, freight forwarders and third-party logistics in the APAC region
  • Lead the ECCN and HTS classification efforts for products and technologies in the region
  • In partnership with the Global Trade Compliance team, develop and deliver trade compliance trainings for and to new hires, project teams, and management
  • Manage, assess, and enhance APAC trade data in Facebook's enterprise resource planning ("ERP") and global trade management ("GTM") systems
  • Identify the need, assist with the design, and track the success of Regional Trade Operations automation initiatives
  • File classification rulings and file post correction adjustments with trade authorities as needed
  • Monitor and interpret regulatory changes that affect regional trade operations and communicate changes to affected parties
  • Serve as the primary trade operations point of contact with regional finance, tax, treasury and regional infrastructure/logistics teams to gather/ assess local requirements and develop a regional trade program to meet those needs
  • Monitor trade compliance inquiries by governmental enforcement agencies for resolution and root cause analysis
  • Develop corrective action assessments for any compliance incidents

Minimum Qualifications
  • Five+ years in global trade compliance, with emphasis on APAC jurisdictions
  • Experience with Customs regulations in the APAC region with specific emphasis on Singapore, Hong-Kong, Taiwan, Japan, Malaysia, Australia, India and China
  • Experience with Strategic Goods licensing
  • Ability to work with minimal supervision in fast paced, cross-functional, and global environment
  • Proven project management, self-motivation, and creative problem solving capabilities
  • Strong desire to learn, develop, and grow professionally
  • 4-year university degree in business, law, economics, finance or related discipline
  • Pluses include: - post-graduate degree in business, law, economics, finance or related discipline
    • experience at an international trade regulatory authority
    • deep operational support of a trade program in the high-tech industry
    • customs broker license
    • expertise with consumer electronics, high-tech and/or aerospace
    • trade management systems use or implementation (e.g. Oracle GTM, SAP GTS, Amber Road, Agile)
