Policy Manager, Infrastructure

In this role, you will be part of the Infrastructure organization and will partner closely with various internal teams at Facebook (Policy, Legal, Security, Tax, Infrastructure, Engineering etc.). Your objective will be to develop an understanding of Facebook's global infrastructure expansion strategy (data center, network, connectivity etc.), as well as the implications, roadblocks, constraints, and gaps that need to be addressed to deploy our infrastructure in targeted regions and locations. Success in this role will be defined by your ability to grasp complex technical and business concepts, think creatively and connect the dots, and be tenacious in identifying and pursuing solutions through implementation. This role requires a mix of broad business and technical acumen, the ability to inspire and influence decisions, and a polished ability to communicate with key internal stakeholders. The ideal candidate will have significant hands-on international and domestic experience working on infrastructure deployment for Internet companies and a solid understanding of the complex global regulatory, legal and tax frameworks applicable to growing our business. The Infrastructure Policy Manager is also tenacious, results driven and an excellent project manager. An ability to communicate effectively, form partnerships and influence and drive stakeholders (both internal and external) is a requirement for this position. This role is a full-time position located at our headquarters in Menlo Park, CA.


  • Partner with internal teams to develop a solid understanding of our global infrastructure expansion needs and programs, including technical variations among different types of deployments and related trade-offs, timelines, and proposed capital/operating expenditures
  • Serve as liaison with Policy, Legal, Security and Tax teams clearly and concisely communicate Infrastructure's expansion plans, timelines, and manage the internal Policy, Legal, Security and Tax approval process including tracking of milestones and timely resolution of issues
  • Develop a deep understanding of the implications, roadblocks, constraints, risks, and gaps that need to be addressed to deploy our infrastructure in targeted regions and locations
  • Develop and implement a process to advise infrastructure teams and executives about existing and upcoming policy and regulatory issues and trends that may impact the business
  • Actively engage with senior management, subject matter experts, and internal decision makers on approvals, risks, and formulate alternative Infrastructure deployment/technical models or asset ownership options in order to mitigate risk and support achievement of our business needs
  • Partner with the public policy team to Identify, monitor, and analyze policy issues affecting Facebook's infrastructure
  • Work in partnership with internal teams on the process for determining a mitigation strategy for certain jurisdictions where Facebook is expanding its infrastructure

Minimum Qualifications

  • BA/BS required
  • Business and technology-oriented mindset
  • 8+ years of relevant experience in the internet technology sector and demonstrated success in dealing with complex regulatory and policy issues
  • Familiarity with Infrastructure deployments and the policy and regulatory environments that surround them, and an ability to get up to speed on technical and regulatory issues
  • Previous experience in an international or domestic role
  • Team player that is highly self-driven, anticipatory, inquisitive, and has experience in Infrastructure at scale
  • Ability to tolerate ambiguity and demonstrate problem-solving leadership with limited oversight
  • Organization and project management skills proven ability to drive and lead multiple projects at once
  • Demonstrated ability to lead team projects and to work collaboratively with diverse groups across geographies
  • Skilled at distilling, preparing, delivering, and managing communications of issues across all levels of management
  • Ability to thrive in a fast-moving environment
  • Willingness to travel domestically and internationally (10-20%)

Preferred Qualifications

  • Advanced degree (Masters, JD)
  • Previous public policy experience in areas related to general Internet/tech policy, wireless technologies, connectivity and security
