Fiber Program Manager - Submarine

Facebook is seeking a Technical Program Manager (TPM), Network Engineering - Submarine Cable, with prior experience in submarine cable infrastructure industry/environment supporting commercial/technical procurement and managing submarine program/project activities for new builds and upgrades to ensure seamless connectivity to new and existing terrestrial infrastructure. The projects will support the Network Engineering organization with overall responsibilities including end-end network connectivity between Facebook’s global Data Centers (DCs) and Points of Presence (PoPs). This is a full-time position based in Hong Kong and will report to the TPM Manager with synchronous coordination with Submarine TPMs in Facebook located in other regions. The TPM will also assist with connecting the backbone for optical/IP projects for the region.

RESPONSIBILITIES

  • Manage cross-functional infrastructure projects in a matrix organization covering a range of areas (DCs, PoPs, backbone network, CDN, hardware systems, capacity management and augments)
  • Develop and manage end-to-end project plans from project concept stage through sourcing/procurement and system construction to capacity turn-up, ensuring on-time delivery
  • Provide hands on program management support during project life-cycle phases including concept analysis, design, development, construction, installation, testing, and post implementation phases including capacity turn-up
  • Manage program risk and changes with all projects providing regular visibility to the cross-functional team with the progress
  • Provide day-to-day coordination and quality assurance for projects and tasks, managing dependencies and handoffs effectively and optimizing schedules accordingly
  • Ensure that lessons learned are captured comprehensively, acted on and communicated for each project for uniformity and consistency across the program
  • Ensure coordination across projects in global regions with close alignment with the other TPMs
  • Drive internal process management and improvements across multiple teams and functions, including planning, sourcing/procurement, engineering, external vendors/suppliers of submarine cable systems, SLTEs and backhaul/IP equipment
  • Interface with Planning, Engineering and Business/Project stakeholders for overall end-end project requirements and scope
MINIMUM QUALIFICATIONS
  • B.S. or M.S. in a technical discipline or equivalent experience
  • Five or more years of International Networking experience including three years as a Technical Program Manager in the submarine cable industry
  • Basic knowledge of fiber optic systems
  • Experience with Project Management tools
  • Track record of delivering infrastructure and network projects, including submarine
  • Strong verbal and written communication skills
  • Strong organizational and coordination skills, along with multitasking capabilities to get things done in a fast-paced environment both internally as well as externally with submarine cable industry partners, carriers and suppliers
  • Excellent interpersonal skills, including relationship building and collaboration within a diverse, cross functional team
  • Experience understanding application requirements and translating needs into network capacity plans
PREFERRED QUALIFICATIONS
  • Experience in system and hardware life-cycle management
  • Technical infrastructure management and industry experience a big plus
  • Experience with managing projects related to submarine cable a plus
  • PMP/PMI certification is preferred
