This person will manage people but previous management experience is not required.
PRIMARY PURPOSE OFPOSITION:
Substation constructionand testing of Substation equipment and Commissioning of relay schemes.
The Manager, TechnicalResources (MTR) is a technical content expert who manages employees and plans,coordinates, and directs the daily technical activities of the Testing andCommissioning Department (TCD) field engineers. The MTR is responsible for the developmentof TCD field engineers.
The MTRs are responsiblefor activities that include, but are not limited to the following: fieldtesting for maintenance, construction, troubleshooting, and commissioning, ofnew or repaired power equipment, communication, and protection and controlsystems on the Transmission and Distribution system; performing troubleshootingand field engineering analysis on malfunctioning equipment and systems;recommending, developing, and implementing processes and procedures formaximizing equipment reliability and availability; maintaining a performancedriven maintenance system for the power equipment and protection and controlsystems on the Transmission and Distribution system. The MTR will also be themain resource for technical advice and the technical reviewer of the equipmenttest and commissioning plans.
Additionally, the MTR isresponsible to ensure that assigned regional field engineers are qualified toperform the work they are assigned, in accordance with the TCD On-Boarding andQualification Matrix process. The MTR is responsible for maintaining andupdating the TCD Operating Incident Mitigation (OIM) processes and practicesbased on best practice and lessons learned. The MTR is responsible to maintainan environment that promotes safety, environmental compliance, diversity,innovation and high productivity.
Position may be requiredto work extended hours, which may include 24x7 coverage during storms,equipment restoration efforts, or other Energy Delivery emergent workactivities.
Manage a department of 8- 12 employees including monitoring the performance of personnel in thedepartment and perform performance reviews for direct reports. Additionally,coordinate training needs either directly or through other resources within theorganization. Evaluate and qualify TCD field engineers to perform job tasks.
Plan, coordinate, anddirect daily activities including technical support to the TCD field engineersresponsible for activities, that include, but are not limited to the following:field testing for maintenance, construction, trouble shooting, andcommissioning of newly installed or repaired power equipment, communication,and protection and control systems on the Transmission and Distribution system.Oversee field engineers in the troubleshooting, investigation, testing andanalysis of electrical equipment failures or malfunctions and to assure thehighest levels of customer service and to achieve safety, reliability andproductivity goals. When required, provide direct oversight of complex,special, and critical testing evolutions or investigations as necessary. Attendtechnical conferences for the purpose of organizational and self-development.
Review and approveevidence records for installation, preventive maintenance, and correctivemaintenance reports and correspondence work with engineering standards toensure NERC compliance and ICC agreements are met. Review the transmission anddistribution operations reports. Interact with other departments, OCC, TSO andregional groups for the purpose of planning, scheduling and coordinatinginterrelated activities. Coordinate personnel and resources to adequately staffand support projects and work assignments per the annual work plan.
Demonstrate/discuss theimportance of Safety & Human Performance Event prevention techniques on thejob. Conduct required safety observations.
Oversee in thedevelopment and writing of technical guidelines and procedures for the Testingand Commissioning activities.
Responsible for periodicdepartmental call duty and assuming the responsibilities of the regional TCDManager
- Bachelors degree in Engineering or related technical field
-10 or more years experience in the operation, planning, design or maintenanceof high voltage electrical equipment, at least 5 of which must be in theTesting Group Field Engineer position.
- Excellent written and oral communication skills.
- Skilled in developing course syllabus, outlines, lesson plans, and trainingmanuals.
- Demonstrated teamwork and strong interpersonal skills
- Knowledge of Clearance and Tagging
