The mission of OWCP is to administer four major disability compensation progams for workers who become ill or injured on the job.

The incumbent of this position will perform the following duties:
- Plans, coordinates, and conducts long-range, broad medically-oriented studies and analyses, trend analysis, cost-benefit analyses, policy and procedural reviews, and statistical analyses to identify, determine, and monitor nationwide medical costs and trends in order to accurately develop and maintain OWCP's Fee Schedule, which provides reimbursements for 1.5 billion dollars in medical procedures and pharmaceuticals annually.
- Applies formal statistical analysis skill and expertise in analyzing large, complex datasets from various local, State, and national sources such as the Center for Medicare and Medicaid Services (CMS) and the Office of Management and Budget (OMB).
- Independently develops research plans, methods, and strategies for the purpose of identifying, defining, and analyzing key economic issues within the healthcare industry (e.g., healthcare costs; in-patient and out-patient trends; professional services; ambulatory surgical costs; etc.) and evaluates the impact of OWCP policy on the industry.
- Develops new methods and techniques for analyzing acquired data that project and warrant national adjustments in medical fees, inflation, and other economic movements impacted by unforeseen variables.
- Develops detailed, written economic analysis reports that are relevant to the healthcare industry in order to present highly complex data and information to a variety of audiences.
- Performs investigative reports to address fee schedule policy questions. This involves researching, analyzing, and comparing/contrasting multiple approaches utilized by OWCP, CMS, and various States in order to adequately respond to and address complex economic and policy questions from senior officials and to recommend alternative approaches.
- Serves as the OWCP technical representative on social insurance and/or workers' compensation panels, workgroups, etc. within the Federal government and the private sector. Back to topQUALIFICATIONS AND EVALUATIONSQualifications Required:Basic Qualifications:
A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to the Basic Qualifications listed above applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal service. Specialized experience is defined as work performing statistical analyses and conducting economic research and studies of trends (both true economic and non-economic) in medical costs in the healthcare, workers' compensation and/or the insurance industry.
