Operational Planner - (Campaign Order & Capabilities Development Planning)

Work you'll do
The Operational Planner will serve as a core member of the Future Operations (FOPS) section. This role ensures the integration and improvement of operational planning and execution capabilities, enhancing both directorate staff and joint/partner effectiveness. The candidate will provide critical subject matter expertise, analytics, and recommendations that inform the development, integration, and assessment of future concepts, plans, and capabilities with an emphasis on readiness, interoperability, and the rapid integration of allied and partner force capabilities.
Key Responsibilities
1. Strategic and Operational Planning
- Lead and participate in the planning, coordination, and assessment of operational and strategic concepts supporting Campaign Orders
- Analyze and develop recommendations regarding force employment, survivability, and lethality-enhancing concepts, technologies, and solutions.
- Conduct assessments and develop analytical reports that inform the continuous improvement of long-range and contingency plans (e.g., CONPLANs, OPLANs, OPORDs, TASKORDs).
- Identify vulnerabilities and propose mitigations to enhance the effectiveness and readiness of all planning efforts.
2. Analytical Support and Deliverables
- Produce Written Recommendations and Analysis for Specific Issues (WRASI), supporting improvements in operational effectiveness, resource allocation, and joint/partner integration.
- Develop Recommended Integration Plans (RIPs) for the rapid assimilation of Marine Corps and partner/allied forces.
- Provide Specialized Operational Support (SOS) with technical guidance, coordination of planning activities, and tailored support for joint/interagency/partner initiatives.
3. Joint, Allied, and Partner Force Integration
- Design and recommend integration plans with partners such as Australia, Japan, Korea, and the Philippines.
- Support experimentation and concept development to enhance secure command and control (C2), A2/AD capabilities, and operation in contested environments (Agile Combat Employment).
- Advise on amphibious operations planning and joint training activities to build partner nation amphibious capabilities.
4. Coordination and Collaboration
- Engage daily with stakeholders across directorates and allied/partner forces to ensure alignment of plans.
- Facilitate and document interagency and intergovernmental coordination, ensuring synchronization of operational objectives.
5. Training and Exercise Support
- Provide technical support for the design, execution, and assessment of operational exercises.
- Assess and validate concepts of operations (CONOPS) and tactics, techniques, and procedures (TTPs) during training events.

Qualifications
Required:
- Bachelor's degree required
- Active Secret clearance
- 8+ years' experience in military operational planning, campaign assessments, joint/combined operations, or force integration
- Demonstrated experience using planning processes in support of organizational strategic or operational objectives
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- Ability to travel 15-25%, on average, based on the work you do and the clients and industries/sectors you serve.
Preferred:
- Active TS/SCI preferred
- Master's degree preferred
- Proven ability in USMC, Joint, and Interagency operational planning processes (JOPES/JOPP/MDMP).
- Familiarity with regional security challenges, and key multinational/partner initiatives.
- Experience producing operational/strategic analytic reports and recommendations for senior leaders.
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $144,600 to $241,000.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
