Cost Estimator - Intermediate

Work you'll do

As an intermediate cost estimator supporting Deloitte's federal government practice you will be expected to independently support tasks associated with Cost Estimating and Analysis for complex weapon systems such as:

a)Assist with the development of cost models for programs and incorporate cost risk analysis. Refine cost models to reflect changes in programmatic, schedule, quantities, and deployment. Generate cost models that incorporate the Work Breakdown Structure (WBS), methodologies and cost macro development to support building the program budget.

b)Assist with preparing independent government cost estimates (IGCEs) for Agency Acquisition Strategy Panels. Coordinate cost model and estimate support include property valuation (e.g., Government Furnished Property and Contractor Acquired Property).

c)Participate in reviewing, or providing recommendations for program Cost Analysis Requirements Descriptions (CARDs).

d)Engage in annual cost reviews to assess and determine the sufficiency of estimates. This also includes assisting with Lead Service agencies and OSD, Cost Assessment and Program Evaluation (OSD CAPE) cost reviews.

e)Support the preparation of quick turnaround cost estimates to provide data that may result in a briefing, which includes ground rules, assumptions and associated spreadsheets.

f)Prepare and provide AoA, BCA, and mid-term and far-term architecture planning studies.

g)In conjunction with Earned Value, develop the initial Work Breakdown Structures Cost Data Collection Plans, Cost Data Summary Reports (CDSR), Contract Data Requirements Lists, and Data Item Descriptions for new contracts.

h)Perform analysis and provide applicable cost data for affordability reviews. This includes estimating costs for the requirements and comparing it to budget baseline for affordability and program execution.

  • Active DOD Secret Clearance (at a minimum) is required
  • BA/BS in Related Field and 5 years' experience or MA/MS in Related Field and 3 years' experience
  • Specialized or related knowledge in in Cost Estimating and Analysis such as a CCE/A or PCE/A certification
  • Experience of working as a team member to solve complex problems
  • Experience with analyzing Federal Government cost data


  • DoD or Missile Defense Agency (MDA) experience (strongly preferred)
  • Experience with cost estimating tools such as ACEIT
  • Professional services or federal consulting experience
  • Federal cost estimating experience
  • Data Analysis / Data science experience
