HOURS: 8am -5pm (flexible to the needs of the department)

As a Manager within the Enterprise Procurement Subcontractor Compliance & Risk department, you will be responsible for supporting the CVS Health Pharmacy Benefit Management (PBM) business unit implementing select safeguards and overseeing third-party vendors to ensure maintenance and compliance with Medicaid flow-down requirements as well as PBM client-specific contract requirements. The Ability to prioritize multiple tasks & high volume of contractual negotiations simultaneously is a must.

You will represent Enterprise Procurement on project teams which report to senior leadership and are tasked with facilitating enterprise-wide compliance efforts, contractual or otherwise. You must be flexible and willing to collaborate to achieve the desired outcome.

Responsibilities (include but not limited to):

• Draft, prepare and review contract documents in accordance with established company policies and procedures designed to minimize potential exposure while maximizing benefits.
• Lead tailored aspects of Enterprise Procurement third-party supplier contract exercises by negotiating all key terms of a variety of contractual documents, including but not limited to regulatory flow-down provisions and PBM client downstream-required terms to provide the appropriate level of risk mitigation as well as value for the enterprise.
• Analyze Medicaid requirements, special provisions, terms and conditions (T&C) to ensure flow-down of the necessary requirements to your assigned managed vendors.
• Work with managed vendor pool to maintain compliance with appropriate laws, regulations, corporate policies, business unit procedures and client requirements.
• Work with large group of CVS Health business owners and program end-users to identify third-party vendors who trigger the Medicaid scope requirements on a regular basis.
• Negotiate pertinent flow-down provisions and accurately memorialize specific terms and conditions with each vendor.
• Interact with, and regularly report back to, key CVS subject matter experts (SME's) to ensure vendors' compliance with all CVS Health requirements.
• Partner with PBM Account Management and Enterprise Procurement Sourcing colleagues to support development of RFP requests by providing the necessary Medicaid or client compliance documentation as necessary.
• Work with PBM Legal to update flow-down provisions on an as needed basis for potential redistribution and renegotiation.

• Act as the key point of contact and communication between legal, finance, senior leadership, and business teams as well as the vendor concerning status and resolution of performance issues and disputes that cannot be resolved at the business level.
• Serve as the SME for Enterprise Procurement third-party vendor subcontractor-related inquiries for marketplace RFP exercises and PBM account management teams for client inquiries.
• Review client contracts pre-award to assess current compliance or potential red flags that will need to be addressed in the event the business is awarded.
• Work with Enterprise Procurement contract analysts to implement new contract language reflecting new requirements.
• Act as a SME when presenting to leadership on Medicaid and compliance supplier requirements.
• Act as initial liaison with business units in compliance efforts to ensure adherence to policies.
• Create vendor reports and provide to clients as needed.
• Represent Enterprise Procurement and CVS Health with internal customers, vendors and outsiders, and interact with professionalism at all times.
• Become a role model for the department. Mentor and guide staff where appropriate and discipline when necessary.

Pay Range
The typical pay range for this role is:
Minimum: 43,700
Maximum: 100,000

Please keep in mind that this range represents the pay range for all positions in the job grade within which this position falls. The actual salary offer will take into account a wide range of factors, including location.

Required Qualifications
• 3+ years of professional work experience in a corporate environment (i.e., working with vendors, partners, compliance and risk, contract negotiation)

Preferred Qualifications
• 3+ years of experience working in a third-party vendor oversight & contracts support environment
• 3+ years drafting & negotiating complex contractual documents, memorandum, terms and conditions, etc.
• 2+ years of professional experience and knowledge advising senior leaders/executives on compliance and risks and how these issues impact the vendor relationship process
• Experience as a recurring user of Ariba Contract Management platform (or similar tool) is highly preferred.
• Experience negotiating non-merchandise/indirect commodity purchases of goods and/or services deals/contracts is preferred
• Experience within the Healthcare Industries is preferred
• A degree in contract administration, public administration, business management or a closely related field is strongly preferred
• Professional experience managing, training and developing of people strongly preferred

Education
• Verifiable Bachelor's degree from an accredited four-year college or university required
