Role Overview:

Seeking a motivated Staff Systems Engineer and Project Engineering Lead (PEL)/Chief Engineer to work in our Surface Transportation and Critical Infrastructure team, directing teams of engineers in developing and deploying complex integrated solutions and systems for the Rail/Transit industry.

Primary Responsibilities:

  • Project Engineering Lead (PEL)/Chief Engineer and Lead Systems Engineer for complex Integration, Software and Hardware projects.
  • Leadership and value-added application of Systems Engineering practices as outlined in INCOSE's Systems Engineering Handbook Fourth Edition.
  • Own all requirements. Analyze, trace, and ensure adherence to system requirements on all assigned projects through the development and maintenance of the requirements traceability matrix.
  • Develop a strong understanding of the problem space and possible technical solutions within each functional discipline and maintain that understanding as the technical solutions are enhanced and mature.
  • Own the System design. Understand all Stakeholder needs as related to System requirements. Understand Mission and System Architecture constraints. Work with all disciplines closely to come up with System Architecture, Interfaces and Relations.
  • Follow all Collins Aerospace ISO, CMMI, and engineering policies and procedures in performing day to day activities on assigned projects.
  • Proven domain knowledge and knowledge of products, systems, industry best practices, and applicable regulatory requirements on assigned projects.
  • Plan and develop engineering management plan for assigned projects, including engineering schedules, budget plans, and staffing plans.
  • Identify and evaluate risks and opportunities on all assigned projects and work with the project manager to develop risk mitigation strategies.
  • Monitor and report project engineering performance to leadership through formal status reviews and develop project corrective action plans to improve project performance when necessary.
  • Perform engineering trade studies on new technologies or new solutions.
  • Organize and direct assigned project team members from other functional disciplines to ensure schedule adherence, timely issue resolution, and proper prioritization of tasks.
  • Assist business development with bid and proposal opportunities through development of compliance matrices, technical solutions, cost estimation, and proposal documentation.

Lead engineering activities throughout the system lifecycle. Including but not limited to:
  • Evaluate, analyze, and document all explicit and implicit system operational concepts through interaction with all stakeholders on assigned projects
  • Ensure system and subsystem design meet the system requirements through development of documentation, participation in design reviews, and constant communication with other functional disciplines on assigned projects
  • Work closely with the engineering team discipline leads and staff. Understand tasking as related to requirements for Software, Hardware, Test Engineering and support disciplines such as Configuration Management, Training and Technical Writing
  • Work closely with the project manager on assigned projects to ensure project performance in regards to cost, schedule, and quality
  • Work closely with all stakeholders


Qualifications
  • Experience in project execution, including all phases of the system development life cycle
  • Experience managing system requirements or technical project management
  • Strong communication and interpersonal skills are required
  • Ability to influence, inspire, and motivate all project team members
  • Strong sense of ownership in project deliverables, with initiative and entrepreneurial characteristics
  • Experience with requirements management tools, such as DOORS
  • Experience with scheduling tools, such as MS Project or Primavera
  • Deep understanding of Computer Science or other Complex Systems fundamentals
  • System Development Life Cycles
  • Systems Engineering V-Model Experience
  • Cybersecurity policies and procedures
  • Strong organizational skills and configuration management
  • Membership and participation in INCOSE is not required but would be beneficial


Preferred Qualifications:
  • System and network architecture and design
  • Complex systems experience
  • Software and/or Hardware Architecture
  • Data modeling, analytics, databases and related technologies
  • Membership and participation in INCOSE is not required but would be beneficial


Basic Qualifications:
  • This position requires a Bachelor's degree in the appropriate discipline and 7 years of relevant experience or an Advanced degree in the appropriate discipline and 5 years of relevant experience. In the absence of a degree, 11 years of relevant experience is required.
