DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Implements construction Materials Testing to support the construction program of Houston Public Works and to assure the quality of construction projects. Supervises and coordinates various Professional Materials Engineering Laboratory contracts to ensure that Testing firms hold current accreditation by A2LA as well as their personnel acquiring acceptable certifications to perform construction Materials Testing and inspection services. Attends pre-construction meetings and oversees / monitors a variety of construction activities for City's construction projects. Provides Testing budget information upon request from Project Managers. Reviews monthly invoices, monitors budget status, maintains project records and provides reports to supervisor. Reviews daily Testing reports for accuracy and compliance with construction specifications. Responds to inquiries by department, consultants, other governmental agencies and the general public. Supervises Technical Services' technicians performing field and laboratory audits on construction Materials Testing projects.
This position routinely is physically comfortable; the individual has discretion about walking and standing. May require walking on rough surfaces during on-site inspections and investigations.
This is a Houston Public Works Emergency Management position at the Tier III Level.
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers as of satisfactory standing;
Requires graduation from an engineering or related science curriculum at recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundaments of engineering examination prescribe by the Board.
Six years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer, are required.
Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
Requires registration as a Professional Engineer in the State of Texas.
Must have a valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).
Preference will be given to applicants with a degree concentration in Civil Engineering. Strong communication skills both orally and in writing.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

However, the department mayadminister a skills assessment evaluation at the time of interview.
