DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The purpose of the Senior Staff Analyst in the Finance and Administration Division is to ensure that the Houston Airport System generates the financial resources required to provide the facilities and services that passengers want. The Division is also tasked with ensuring the proper internal and external reporting of the financial activities of the Houston Airport System. Assist in the proper and timely recording of debt and flow of funds transactions. The Senior Staff Analyst will assist and be responsible for certain debt disclosures and schedules in the Comprehensive Annual Financial Report (CAFR) and in FAA and ACI reports. Also, the position will be involved in research and implementation of new Government Accounting Standards Board (GASB) pronouncements and in reviewing specific internal controls. The Senior Staff Analyst will focus on debit accounting and financial reporting for the Houston Airport System. "Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required."
The Senior Staff Analyst willinclude but is not limited to:
- Assigned management responsibilities on a limited basis for certain functions, units or programs. May also function as a lead.
- Complies data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned.
- Participates in the development of management and administrative policies, procedures and master plans with both short- and long-term objectives. Analyzes and reviews management practices and procedures and develops recommendations for improvement.
- Assists in the full compliance with accounting standards and pronouncements, and any governmental debt requirements or filings.
- Learning all debt functions of the annual audit and all debt reporting and footnotes in the preparation of the Comprehensive Annual Financial Report (CAFR) in close coordination with City staff; ensures financial information is presented clearly and accurately. Prepares debt sections of the FAA and ACI reports.
- Assists in all debt transactions and to ensure that they are correctly and timely completed for the close process each month. The position will also have cash monitoring and monthly apportionment review duties.
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
Requires a Bachelor's degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.
Graduate degrees related to the type of work being performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS Five years of professional administrative, financial or analytical experience related to the type of work being performed are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
Requires a valid Class C driver's license and compliance with the City of Houston's policy on driving (AP 2-2).
Preferences will be given to candidates with knowledge of General Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) Statements, Interpretations, Technical Bulletins, and Concept Statements. A Registered Certified Public Accountant (CPA) is preferred. Consideration will also be given to candidates that are working toward obtaining their Certified Public Accountant license.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
