GRADUATE ENGINEER (NEWPP)
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS: Provides engineering assistance in evaluating and managing the engineering and construction of the Northeast Water Purification Plant Expansion (NEWPP), a Design-Build project. This position will function as the key project team member for construction and design issues related to the project and other required coordination with the Owner's Consultant staff and the increased competency and ultimate licensure as a Professional Engineer. Conducts, reviews, inspects and analyzes field and project studies to ensure compliance with plans, contracts, regulations, etc. Develops, evaluates and/or designs new layouts, drawings, plans, specifications, etc. Advanced graduate engineers coordinate project development and signature approvals. Assists in preparing and reviewing technical correspondence, reports, procedural guidelines, project schedules, assist in the coordination, evaluation and response to RFIs, RFPs and Change Orders. Participates in design progress reviews and substantial completion inspections. Communicates directly and indirectly with contractors to resolve disputes and ensure technical quality. Monitors, reviews and processes financial documents (pay estimates, proposal modifications, work change directives and change orders). Conducts on-site project inspections and investigations.
WORKING CONDITIONS: Requires ability to communicate effectively, both orally and in writing. Will require standing, walking, including whatever means necessary to climb stairs, ladders and the ability to perform and negotiate field hazards.
This is a Department of Public Works & Engineering Emergency Management position at the Tier III Level.
MINIMUM EDUCATIONAL REQUIREMENTS: Requires graduation from approved curriculum in engineering that is approved by the State Board of Registration for Professional Engineers with a satisfactory standing;
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board;
Possession of a valid Engineering-in-Training Certificate issued by the Board under the current requirements of the Texas Engineering Practice Act.
MINIMUM EXPERIENCE REQUIREMENTS: No experience is required.
MINIMUM LICENSE REQUIREMENTS: A valid driver's license and compliance with the City of Houston's policy on driving.
PREFERENCES: Preference will be given to applicants with experience, or demonstrated training in Design-Build Construction and other alternative delivery methods.
Strong communication skills, decision oriented, problem solving attitude and computer skills will be preferred.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
SALARY INFORMATION: $52,442.00 - $74,490.00
