ABOUT HTV HOUSTON TELEVISION:
Our Mission: "To effectively communicate to the public relevant information concerning municipal and related governmental and community services."
HTV Houston Television is one of four Public, Education and Government (PEG) access channels in the Houston area, and is carried locally by cable providers.
HTV provides LIVE coverage of Houston City Council meetings, Council Committee meetings, Budget and Fiscal Affairs, Planning Department and several other meetings which keeps citizens informed about their City government.
The Division Manager, HTV will:
- Have direct responsibility for all Cable Access Operations, Programming, Productions, Administration, Marketing and Promotions.
- Work collaboratively with the Mayor's Administration to offer programming supportive of the city mission.
- Oversee the daily operations of the office and the multimillion-dollar budget.
- Provide creative visionary leadership to keep HTV on track to lead as one of the most innovative and progressive access channels in the country.
The Division Manager, HTV directs the overall operations of HTV-Houston Television, the Cable Communications division of the Mayors department. This position is responsible for administrative oversight of the personnel, operating budget, programming, scheduling, equipment maintenance/purchasing, and directing of internal and external video productions for department directors and community leaders.
Sets division goals and develops short, medium and long-range plans for the implementation of new programming, equipment, and the improvement of existing programming on HTV. Determines programming content and special events coverage. Prepares and administers the division's multi-million-dollar budget. Establishes standards for the maintenance of all in-house production equipment.
Delegates production assignments to supervisors and determines optimum times to broadcast programs. Conducts research and analysis and prepares reports and agenda items for purchasing new equipment.
Participates in the selection, placement, promotion, training, development, grievance resolution, and discipline of division staff. Conducts performance evaluations and recommends approval or disapproval of merit increases.
Represents the City's television station at local, state and national events. Administers and provides oversight of PEG (Public, Educational, and Government Access Channels) for the City. Must have knowledge of the Cable Communications Act of 1984 and how the regulations affect the franchise standards and procedures that govern PEG channels.
Performs other duties as assigned.
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
Requires a Bachelor's degree in Public Administration, Business Administration or a closely related field to the duties of the position.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
A Master's degree in Public Administration, Business Administration or a closely related field of the division may be substituted for two years of experience.
A valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2).
Preference will be given to applicants that possess:
- Extensive media experience in programming, operations, engineering and/or production.
- Experience working closely with elected officials.
- Stellar verbal and written communications skills.
- Familiarity with the history of the Cable Act and the State Franchise Legislation.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6
