Comprised of over 100 of Houston's finest attorneys across ten sections, the Legal Department has the pivotal role of providing litigation support, negotiating and drafting contracts, handling taxation matters, advising on personnel actions, dealing with the acquisition of sale of City property, overseeing City elections, drafting ordinances, advising on ethics and conflicts of interest, and dealing with neighborhood protection and quality of life issues. ESSENTIAL JOB FUNCTIONS:
The City of Houston seeks two solutions-focused transactional attorneys with at least 4 years of experience each to support the Houston Airport System as a member of the Legal Department's Contracts Section.
Responsibilities include, but are not limited to:
- Drafting and negotiating contracts related to the design, construction, and administration of airport facilities, as well as concessions, professional services, and other agreements.
- Counseling client on procurement rules applicable to federally funded enterprises and projects.
- Drafting, revising and counseling clients on relevant City policies, procedures, and City Code provisions and training City employees.
- Assisting the City Attorney and others with special projects such as drafting City Attorney Legal Opinions.
- Working with litigation teams on disputes involving transactions relating to Houston's airports.
Requires a Doctor of Jurisprudence degree from an American Bar Association accredited college of law.
Fouryears of experience in the practice of general civil law or specialized municipal law.
Must be a member of the Texas State Bar. Musthave a valid Driver's License and be in compliance with the City of Houston policy on driving (AP 2-2).
Preference will be given to applicants with:
- Exceptional contract negotiation and drafting skills.
- Excellent analytical and organizational skills.
- Excellent verbal and written communication skills.
- Above-average academic performance preferred.
- Willing to take the initiative to identify and solve business and legal issues.
- Experience working with federal, state and local agencies.
- General understanding of Texas municipal procurement statutes, including those relating to professional services and alternative construction delivery methods.
- Experience negotiating large-scale public improvement projects.
- Proficiency with Microsoft Office and the use of technology in the practice of law.
- Willing to work extended hours as needed to accommodate work demands.
