Comprised of over 100 of Houston's finest attorneys across ten sections, the Legal Department has the pivotal role of providing litigation support, negotiating and drafting contracts, handling taxation matters, advising on personnel actions, dealing with the acquisition of sale of City property, overseeing City elections, handling redistricting matters, and dealing with neighborhood protection and quality of life issues. The City of Houston seeks two litigation attorneys with at least 7 years of experience, first chair jury trial experience, and the ability to try complex civil rights litigation as members of its Labor, Employment and Civil Rights Section (LECR). The docket includes the defense of lawsuits involving civil and constitutional rights, labor and employment law claims, and contested administrative hearings.

Responsibilities include, but are not limited to:
• Preparing lawsuits for trial and handling jury and bench trials in federaland state courts.
• Researching and drafting motions.
• Preparing and responding to discovery.
• Presenting and deposing witnesses.
• Interviewing witnesses, and investigating and developing facts and evidence.
• Evaluating the settlement value of cases.
• Handling mediations and other alternative dispute resolution proceedings.
• Handling contested administrative evidentiary hearings.
• Supporting the LECR section in counseling the City's client departments on civil rights issues, ordinance draftingand ordinance enforcement issues.
• Training city employees on relevant legal issues.
• Assisting the City Attorney and others with special projects such as drafting City Attorney Legal Opinions.
• Working with multidisciplinary litigation teams on complex civil cases presenting constitutional issues.
• Participating in the preparation of appellate briefs.
• Drafting, reviewing or revising city policies.


Requires a Doctor of Jurisprudence degree from an American Bar Association accredited college of law.
Seven years of experience in the practice of general civil law or specialized municipal law.
Must be a member of the Texas State Bar. Musthave a valid Driver's License and be in compliance with the City of Houston policy on driving (AP 2-2).


Preference will be given to applicants with:

• Familiarity with local federal and state courts and judges.
Experience working with federal, state or local governmental entities.
Must be willing to work extended hours as needed to accommodate case load demands.
• General understanding of 42 U.S.C. • 1983 et seq., 42 U.S.C. ••2000d and 2000e et seq.
• General understanding of Texas Local Government Code Chapter 143.
• Expertise in constitutional law.
General understanding of Texas criminal law and procedure.
• Proficiency with Word, Outlook, Excel and the use of technology in the practice.
