Contract Compliance Specialist

The City of Fort Worth Park & Recreation Department is made up of 11,722 acres of parkland and includes 276 park and recreation facilities. The City is recruiting for detail-oriented professionals to fill two Contract Compliance Specialist positions in Operations Contract Management – Contract Mowing and Contract Compliance for the Park & Recreation Department. The work schedule is Monday through Friday 8:00 am – 5:00 pm. Some evening/weekend work required.

Job Description:

The primary job duties for both positions include preparing, administering and monitoring contracts; ensuring that services provided and funds expended are in compliance with contract specifications; communicating information to local businesses and the general public on contract regulations and policies; completing a variety of administrative and technical tasks in support of assigned area of responsibility including approving contract payments.

Additional duties for one CCS (Contract Mowing) includes: managing purchasing contracts including bids and renewals; ensuring that contract services are provided and funds expended in compliance with contract specifications, reviewing and tracking invoices and approving contract payments; assisting in the development of general fund budgets and coordinating and preparing a variety of city financial reports on funds; inspecting services performed and addressing complaints, developing and maintaining contract performance tools, and performing other duties as assigned. This position requires heavy contact with local businesses and the general public, skills in using a smart phone for texting, email, taking/sending photos, and an excellent driving record and ability to operate a City vehicle. This position may supervise mowing inspection and administrative support staff, and perform other duties as assigned.

Additional duties for the other CCS (Contract Compliance) includes: developing and managing contracts; developing and maintaining compliance tools and reports; providing back-up support for park reservations, including general reservations, public and private events, walk-run events, and coordinating departmental reviews for Special Events and First Amendment Events; and serving as lead for other projects such as trail congestion. Will provide rotating on-call support and evening/weekend site visits for park reservations. Must be able to prioritize and multi-task efficiently and effectively. This position may provide supervision of administrative support staff for park reservations and contracts, and performing other duties as assigned.

Qualifications:

Bachelor's degree in public administration, business administration, finance or a related field.

or

Associate's degree in public administration, business administration, finance or a related field and two years of experience in contract management.

or

H.S. diploma/GED and four years of experience in contract management.

Other Requirements:

Valid Texas driver's license.

Preferences:

  • Experience with park reservations, knowledge of park and recreation facilities
  • Navigation skills and knowledge in map reading, MAPSCO, Google Earth, GIS, Google Maps, and GPS
  • Microsoft Office skills including: Word, Excel, Access, and Outlook email
  • Experience in contract development and contract management
  • Experience in developing and maintaining spreadsheets
  • Experience in analyzing data and preparing reports
  • Experience in processing purchase orders and invoices
  • Excellent oral and written communication skills
  • Strong customer service skills
  • Supervisory experience
