INTRODUCTION

The Caribbean Development Bank (CDB/the Bank) is seeking to recruit a national from its Member Countries to fill the position of Operations Officer (Private Sector Development) in its Private Sector Development Unit of the Projects Department. The successful candidate will be based at CDB's headquarters in St. Michael, Barbados.

THE UNIT

The Private Sector Development Unit (PSDU) of CDB was established with the objective of broadening the scope of development assistance to its Borrowing Member Countries (BMCs). It is recognised that the private sector has an important role in stimulating economic growth and development, particularly its contribution to combating poverty and in facilitating employment generation in the region.

THE ROLE

The Operations Officer (Private Sector Development) [OO (PSD)] is responsible for managing a portfolio of private sector loans and investments including credit lines to financial intermediaries. He/she is required to be experienced in project financing including financing in small economies, knowledgeable of the operations of financial institutions, and of lending modalities to the private sector including public-private partnerships (PPPs). The OO (PSD) should possess a broad understanding of the financial sector as well as capacity building initiatives that support institutional strengthening. The OO (PSD) may also be called upon to undertake other duties including policy advice for PSDU's investment activities.

KEY RESPONSIBILITIES

The OO (PSD) will be required to:
1. Identify potential financing opportunities, particularly in relation to support for private sector development and PPPs which may meet CDB's development and investment criteria.

2. Formulate investment and technical assistance proposals, negotiate specific loan conditions and security structures, evaluate sub loans and issue “no objection” for use of CDB funds and conduct required due diligence of lending and borrowing institutions.

3. Manage assigned projects ensuring compliance with lending covenants and other requirements and develop measures to ensure any deficiencies are addressed including conducting site visits and preparation of status reports.

4. Manage the disbursement of funds, to ensure conformity with project objectives, guidelines and targets.

5. Provide input to the revision and formulation of CDB's lending policies in relevant areas of the Bank's work.

6. Provide guidance on CDB's procurement policies and procedures related to the acquisition of good and services under CDB-financed projects.

QUALIFICATIONS AND COMPETENCIES
The OO (PSD) must have the minimum qualifications outlined below and should demonstrate strong proficiency in the defined competencies.
Technical Grounding and Expertise The successful candidate must have:

1. A first degree in Accounting, Finance, Commerce, Economics or Business Administration and post graduate or equivalent professional qualification in any of the above disciplines.

2. Extensive professional experience in the financial and economic appraisal of investment projects with at least five (5) years' experience obtained through a development finance institution or a private/public sector agency directly engaged in lending and supervision of the relevant sectors identified for development e.g. MSMEs.

3. Demonstrated ability to originate, structure and complete debt and equity transactions.

4. Strong credit analysis, financial modelling and accounting skills.

5. Proficiency in the use of relevant computer applications and analysis tools.

Possession of PPP Professional Certification would be an asset.
Function-specific Competencies The OO (PSD) must have:

1. A good understanding of the financial sector including financial instruments, tools required to address access to finance constraints, financial sector regulation and international principles governing the operations of financial sector.

2. Sound knowledge of the operations of financial institutions including key tools required to assess their operations and prescribe appropriate remedial measures.

3. Knowledge of development and small economy issues, policies and strategies gained from experience.

4. Demonstrated experience in cultivating and brokering win-win partnerships between private and public sector actors and leveraging private investment to promote economic strengthening.

5. Ability to deal sensitively in a multicultural environment and build effective working relationships with clients, colleagues and other development partners.
