Vice President IT PMO/Governance

Job Description

The Vice President of I.T. PMO, Governance & Strategy is responsible for the operation of the Project Management Office (project managers, program managers, program directors and overall execution of approved corporate projects.

This role will lead the PMO within Caesars IT, ensuring a predictive and efficient set of processes and tools are in place to support the IT program management efforts, including the staffing & resourcing of projects and the monitoring & reporting of key metrics.

The role will drive the overall governance and demand management process via the IT Steering Committee. In this capacity, the position will ensure the strategic alignment of projects, while providing visible reporting on project status, portfolio tracking, financial implications, and overall performance. This individual will interface with all areas within IT including development & support, project management, engagement management, program management, and infrastructure to define best practices, processes and tools to support IT operations. The position will serves as the central location for managing specific skills and talent that may be leveraged across IT organization.

The role will also be an enabler of I.T. transformation by identifying, planning and strategically executing large-scale projects that propels the company forward at a new speed and instilling a new culture of delivery.

Responsibilities:

Project Management Office

oServe as the organization of record for project and program status. Responsible for forecasting the trajectory of projects and programs to ensure that timely action is taken to keep projects on time and budget. Expected target of 90% of projects on time and budget.

oResponsible for IT budgeting and capital and expense management. Reports on and takes corrective action to ensure that IT stays within operating and capital budget. Manages relationship with Finance and Marketing to ensure that budgets and forecasts are understood by stakeholders.

oLeads the ongoing transformation function to a quality service provider resulting in significant process efficiencies & standardization, improving service levels, and increased cost reduction.

oPartner with all IT pillars (development, support, architecture, property IT, Network, Infrastructure, Gaming Products and Mobile) to spec projects in appropriate and accurate detail for kickoff, start, execution, implementation and closure of all corporate projects.

oBuild high performing teams by assembling multidiscipline subject matter experts (SMEs), developing methodology for planning and execution, ensuring a common understanding of project objectives, identifying and managing risks and removing project obstacles to enhance productivity and minimize distraction and disruption.

oDevelop and implement business performance tracking metrics by identifying key performance indicators, measuring progress and impact of change and reporting results to ensure transparency of financials, communication of realized benefits and enhanced employee engagement.

oIdentify dependencies and areas of contention with other work-streams and drive the achievement of program plan that captures and appropriately manages all challenges and considerations, including people, process and market related.

oApply organizational expertise, continuous improvement methodology and business knowledge to create a consistent approach to evaluating core processes, identifying opportunities for improvement, developing employee re-engineering skills, building support for change and guiding project execution to achieve business goals and deliver financial benefits.

oPlan, allocate and manage financial budget by anticipating expenditures, accurately forecasting resource needs/costs and properly accounting for expenses to meet requirements and achieve fiscal responsibility.

oOversee program and project engagement by embedding decision making methodology, standards of execution and evaluation of implementation to ensure projects enable achievement of business strategy.

oPlan, allocate and manage financial budget by anticipating expenditures, accurately forecasting resource needs/costs and properly accounting for expenses to meet requirements and achieve fiscal responsibility.

oLead all aspects of operational efficiency initiatives by demonstrating large-scale program management expertise and partnering with senior leaders to execute and sustain key initiatives which seek to simplify workflow, eliminate redundancy and achieve efficiency.

oUse quantitative/statistical process modeling and simulation techniques and tools to improve quality, client experience, lower costs and cycle time.

oCreate forecasting models to predict future process/system performance based on changes implemented.

oDrive a performance management culture by mobilizing and developing individuals at all levels, encouraging cross-team and cross-function collaboration and leading the IT department to achieve positive results for the organization.

oPrepare and distribute regular scorecards and other reporting as needed focusing on quality, process KPIs and project or initiative status.

oAssess benefits (tangible and intangible), including financial ROI, etc. and determine variance to the predictive/ forecast models.

oFoster a positive environment by modeling cultural expectations and guiding leaders to reward performance and value "can do" people, accountability, diversity and inclusion, flexibility, continuous improvement, collaboration, creativity and fun.

oProactively support staff development including individual and team goals, coaching and counseling, training plans, mentoring and career planning.

Governance & Strategy

oDrives and leads the IT Steering Committee process, providing alignment across the functional areas & IT and ensuring visibility throughout the process.

oTranslate business vision and strategy into tactical plans by refining the business case and collaborating with leaders to define service delivery offerings and ensure commitment and support for transformation objectives and infrastructure necessary to deliver operational excellence.

oObtain buy-in for future-state plans to integrate required business architecture, execute high level process changes and maximize improvement opportunities.

oGovern and manage work-stream process integration, change management activities, communicating benefits and transformation objectives to key stakeholders and identifying, acquiring and allocating required resources to drive high quality, timely and within-budget project outcomes.

oDevelop a culture of continuous process improvement by utilizing subject matter expertise to develop employees re-engineering skills, consulting leaders on benefit and risk and communicating business impact to leverage synergy, mitigate risk and ensure competitive advantage of the organization.

oApply organizational expertise, continuous improvement methodology and business knowledge to develop a consistent approach to evaluating core processes, identifying opportunity for process improvement, building support for change and guiding project execution to achieve business goals and deliver financial benefit.

oAnalyze and assess internal effectiveness in delivering services/technology to the market and identify opportunities for improvement.

oEvaluate both strategic and crisis opportunities for improving the core business.

oDevelop, plan, recommend and execute initiatives that have multi-functional or multi-organizational impact to achieve ultimate effectiveness.

oEvaluate the implication of recommended initiatives and effectively communicates impact and resolutions to affected business groups and their senior or executive leaders.

oLead the deployment, refinement and governance/standards of business transformation methodology across IT and mentors team members and SMEs on the methodologies.

Knowledge and Experience

Experience

  • 15+ years related business experience. Gaming experience preferred but not necessary
  • 15 + years of progressive experience in IT tools, methodologies, program and project management
  • Ability to manage multiple stakeholders with potential competing interests to ensure timelines and objectives are consistently met
  • Proven track record of managing a complex and broad range of strategic projects at the Enterprise level.
  • Exceptional organization and project management skills.

Knowledge

  • In-depth knowledge of business processes re-engineering and design
  • Comprehensive knowledge of project management, continuous improvement and lean methodologies and application
  • Current knowledge of industry trends, marketplace and competition
  • Prior knowledge with Organizational Change Management principles and practices
