Location
This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US.  Bixal does not provide visa sponsorship.  

What will you do?
The Monitoring, Evaluation, and Learning (MEL) Director will support projects within Bixal’s MEL practice area. The MEL Director will provide MEL technical and management expertise to a portfolio of international projects and provide limited business development support. This is a full-time position. 

Responsibilities

Project Oversight and Management – 50%

  • Lead a portfolio of projects in the international sector focused on MEL.
  • Provide technical direction to activities and teams and ensure technical quality of MEL project processes and deliverables.
  • Serve as a point of escalation for project issues, including responding to clients, resolving issues, solving problems and helping team members iteratively adapt.
  • Supervise junior- and mid-level team members, including MEL Specialists and Program Managers, implementing a coaching and mentoring approach to supervision.

Corporate Initiatives – 20%

  • Support the Senior Practice Director in the continued adaptation and implementation of Bixal’s MEL strategy and vision.
  • Support technical initiatives to systematize quality across the organization and support the roll-out of standard approaches.
  • Represent the company to donors, partners, and collaborators to advance the interests of the company.
  • Serve as a thought leader and high-level representative for Bixal in the wider development community

Business Development – 30%

  • Capture and develop new business opportunities to expand Bixal’s presence within the international MEL sector.
  • Manage staffing assignments and hiring to ensure delivery needs are met on new business capture and proposals.
  • Lead proposal solutioning, technical writing and content creation.
  • Develop partnering arrangements and select key and non-key personnel for proposals.
  • Further define technical objectives by roles and responsibilities to inform staffing structures and level of effort for proposals.

Qualifications

  • Masters Degree plus 8 years progressive experience in similar roles.
  • Proven expertise in monitoring and evaluation to support international development projects and activities funded by USAID.
  • Demonstrated thought leadership in innovative MEL approaches, such as complexity aware monitoring, participatory approaches, and/or developmental evaluation.
  • Experience managing a diverse and dispersed team.
  • Business development experience including proposal writing and teaming.
  • Passion for using cutting edge technology for MEL.
  • A comprehensive understanding of USAID Washington and mission operations, as well as their program cycle and the CLA framework.
  • Contract and budget management experience.
  • Ability to travel internationally on short-term assignment approximately 15% of the time

Nice to haves

  • Language proficiency in French or Spanish strongly preferred.
  • Sectoral expertise, such as democracy and governance, education, WASH, or global health.
