Technical Publications Lead
The Technical Publications Team Lead will be responsible for managing all activities associated with the development of program documentation. This documentation includes proposals, ROMS, contractual document deliverables, end-user manuals, training documentation, Knowledge Management articles, briefings / announcements, engineering documentation, process documentation, operations manuals / SOPs, and other common technical materials for an IT-focused program. The successful candidate will lead a team of technical editors in creating, editing, and publishing commercial-level program publications. The Technical Publications Team Lead will manage the development of proposal and document outlines, compliance matrices, and schedules, and will provide leadership and direction to cross-functional teams and Government points of contact assigned to work on documentation efforts. The successful candidate will also ensure that (1) all program publications are submitted through the program governance structure, (2) all contractual documents and proposals are compliant with requirements, and (3) all items are completed and delivered on schedule. The Technical Publications Team Lead will provide overall management of the document production process throughout its production lifecycle, which includes production, change / configuration management, quality assurance, and delivery.
PRIMARY DUTIES AND RESPONSIBILITIES:
Develop, implement, lead, and retain overall responsibility for the program technical publication process that will manage all formal program publications from conception through archiving.
Identify and develop the necessary processes to ensure final products are written with adequate clarity for the intended audience, arranged logically, grammatically correct, adhere to accepted rules of style, and contains the proper security classification caveats and markings.
Develop and implement procedures for planning, coordinating, and the time sequencing involved in the production of program publications.
Develop proposal development materials including but not limited to: proposal outline, compliance matrix, proposal management plan, proposal kick-off meeting materials, storyboard and writing plans.
Participates in peer reviews of proposal materials developed by other proposal managers for compliance and proposal readiness to submit.
Engage Service Delivery Managers, Task Order Managers, Process Owners, team members, customer managers, and program/customer leadership in ensuring requires resources and expertise is made available to complete publications.
Work directly with program Master Scheduler to prioritize document production team's work to ensure that contractually required documents are produced and delivered in accordance with schedule requirements.
Work directly with program Quality Assurance Manager to ensure that all publications are reviewed against quality standards.
