Systems Engineering Manager

Job Description

This position is seeking an engineering functional leader responsible for supporting the engineering management of the East Coast Engineering Operations business area. The responsibilities for this position include:

- Functional leadership of a 40+ engineering workforce, to include staffing, resource planning, career planning and mentoring
- Management of engineers at multiple offices including Reston-VA, Newington-VA, Annapolis Junction-MD and St Louis-MO
- Project technical, schedule, and financial performance across East Coast Engineering Operations all programs
- Ensure preparation and approval of competitive engineering bids that are executable, meet established price-to-win targets, and grow the business
- Provide leadership for the development and evolution of the East Coast Engineering Operations IRAD investment strategy and focus
- Partner and collaborate across GEOINT-ISR and ES engineering as well as other function
People: Employee Advocate
- Facilitate employee program assignments
- Ensure department objectives match business direction
- Direct employee career development
- Ensure training requirements are achieved
- Monitor and provide feedback on employee performance
- Communication - flow down / flow up

Performance: Support Program Managers, Chief Engineers and IPT Leads
-Interview and hire to maintain required staff levels
-Help resolve technical, staffing and personnel issues
-Review, develop, approve and support new bids
-Track project execution
-Ensures programs follow company and program processes
-Coordinate process improvement efforts

Travel: Must be have a bility to travel to each site as needed to support site engagement and oversight. Normal business rhythm includes multiple trips to each site each year.

Typical Education & Experience
Typically a Bachelor's Degree and 10 years work experience or equivalent experience

Required Skills and Education
-U.S. CITIZENSHIP REQUIRED.
-The position requires a TS/SCI clearance
-10+ years managing, staffing and developing personnel in a technical environment
-Experience with large teams and understanding of multi-site challenges
-Excellent teamwork, communication and coordination skills
-Imaginative, self-motivated, self-starter, excellent communicator including presentation skills, and strong leadership skills
-Proven performance in leadership of people, technical and resource management, mentoring, coaching and communication
-Thorough understanding of industry best practice engineering development processes and management of engineering development programs
-Extensive technical leadership experience and mission/domain knowledge developing systems relevant to products and systems
-Experience in capture and proposal processes and development
-Experience with evaluating bids, assessing risk, and facilitating design-to-cost activities against business price-to-win objectives
-Significant experience working with non-engineering functions and business processes (e.g., Business Development, Program Management, Contracts, Pricing, Finance, Procurement)

Preferred Skills and Education
-Understanding of current and future national imagery system interfaces and operations
-Experience tracking geospatial market for opportunities to integrate cost-effective tools into operations
-Experience with strategic technology planning and investments
