Subcontract Administrator Prin

Subcontract Admin Principle-Responsible for working through a matrix organization, participates with a team of program management, engineering, manufacturing, contracts, finance, administrative and other support personnel to insure objectives of the program are achieved. Managing all phases of subcontract administration for contract, capital and expense projects, including generation of requirements documents and bid packages; identification and solicitation of appropriate suppliers; analysis of proposals; negotiation and award of the subcontract; management of subcontractor performance and administration of all change actions. Manage the administration of high value, complex, and/or critical Subcontracts in a manner that insures all Program prerequisites of cost, quality, technical performance and schedule objectives are achieved. Drive subcontract performance to achieve or exceed stated goals interfacing with and monitoring all internal external deliverables. Prepare or insure the preparation by other parties of all pertinent subcontract documents, statement of work (SOW) specifications, terms and conditions in full accordance with pro-contract requirements. Lead the subcontract award process including selection of appropriate suppliers, solicitation of proposals, analysis and evaluation of subcontract bids, chairing of source selection committee, negotiation and execution. Manage the change order process for all subcontracts. Ensure that all subcontract actions and file documentation are in strict compliance with company policies and procedures, as well as federal laws and regulations, and that the company’s contractual interests, are protected at all times. Serves as the operational interface between the Subcontracts department and Program Management staff (e.g. Engineering, Quality Assurance, Manufacturing, Finance, etc.). Initiate and lead the evaluation of new sources of supply, products, processes or materials which may result in improved performance, lower cost and/or enhanced quality and reliability for company products. Supervises the drafting of subcontract documents, negotiations and administration of major subcontracts including contract terms and conditions. Responsible for review and processing of all invoices.

Minimum Education and Experience Bachelor’s Degree and 8 years work experience or equivalent experience Required Skills and Education Required education: Bachelor Degree Preferred Skills and Education Bachelors Degree in a Business, Finance or Accounting related discipline; or the equivalent in education and professional or on-the-job training specifically in the area of U.S. government contracting program planning and controls. Five years in Subcontracts management of hi-tech, complex engineering development programs. Knowledge of all government requirements/regulations related to the procurement/subcontracts area Ability to effectively communicate with all levels of management. Demonstrated intermediate to advanced level proficiency with Microsoft Office products to include Word, Excel, Outlook, Access, Power Point and MS Project. Strong oral and written communication skills and the ability to present them to a diverse audience in a business and technical environment. Must be willing and able to travel domestically and/or internationally as required to meet business or customer objectives.
