Strategic Purchasing Manager I

This position has the ability to work at any major Combat Vehicles P&S facility.

Under the supervision of a Combat Vehicles Procurement Director, the Strategic Purchasing Manager directs all strategic and tactical procurement activity within a defined category of material and/or services spend. The Strategic Purchasing Manager is responsible for exercising business judgment to define a comprehensive category strategy resulting in superior cost and availability performance. The Strategic Purchasing Manager motivates and supervises strategic and tactical procurement professionals to ensure the execution of this strategy. To further the development and implementation of commodity strategies, the Strategic Purchasing Manager will engage in a high degree of collaboration and communication with engineering, programs, finance, manufacturing, contracts, the end customer, and other Supply Chain areas. This cross-functional coordination will typically include engagement on integrated product teams (IPTs), where the Strategic Purchasing Manager will provide technical and other input to influence key aspects of the design process.

Tasks Performed

The Strategic Purchasing Manager is responsible for the development of sourcing strategies as well as the execution of procurement activities for a specific group of commodities. Specific tasks include:

Strategic Purchasing Team Management

  • Oversee all strategic sourcing and tactical execution activities related to a supply chain category
  • Manage a team of 1-10 tactical buyers and 1-2 strategy leads (Varies by BU)
  • Determine workload balance across the commodity teams
  • Create strategic and tactical responsibilities for each member of the commodity team
  • Review and approve individual purchases in concert with the delegation of authority
  • Manage commodity team’s efforts to meet set cost, quality, and availability objectives
  • Manage operating budgets to decrease spend and look for lowest total cost alternatives

Sourcing Strategy Development

  • Define the overall category strategy for a group of commodities whose annual spend totals between $15-200M (Varies by BU)
  • Develop and implement tailored commodity strategies according to business needs/IBP, market conditions, and unique supply base characteristics for each sub category
  • Supervise the RFP process and oversee the negotiation of LTAs
  • Set budget and cost reduction objectives for individual commodities

Execution Oversight

  • Manage performance against cost, quality, and availability targets for commodities purchased
  • Ensure that sufficient quantities of parts are delivered on time to meet production and prototyping demands
  • Ensure that quality standards are consistently met or exceeded
  • Ensure timely resolution of any issues that could impact schedule, cost, or quality
  • Track performance of the commodity team in meeting agreed upon performance metrics

Supplier Management

  • Oversee supplier engagement in support of commodity strategy
  • Define supplier-specific strategies in furtherance of category objectives
  • Interface with suppliers as required to drive cost reduction, performance improvement, and innovation
  • Oversee supplier performance and risk management
  • Assure early supplier involvement in product development

Engagement on IPTs and Cross-Functional Teams

  • Recognized Supply Chain Expert on IPTs and Cross-Functional Teams
  • Serve as a category expert representing procurement on IPT teams and assist in the development of technical solutions that drive cost and complexity reductions
  • Leverage technical expertise to influence critical aspects of the design process related to specific commodities, engaging engineers, suppliers, and other parties as required
  • Offer early procurement input, including any supplier feedback, as the category representative on design and other cross-functional teams

Minimum Education and Experience Bachelor’s Degree and 12 years work experience or equivalent experience Required Skills and Education -Bachelor’s degree (business, engineering, or finance preferred) plus 12 years of relevant experience, including 5 years of technical competency in procurement/supply chain, engineering, finance, contracts, and/or operations

  • Leadership (Ability to build, manage, and inspire multi-person teams, coach and develop talent, identify and pursue team goals, and serve as the face of the team to the rest of the organization)
  • Communication (Ability to synthesize complex data and analyses into compelling written or presentation materials to facilitate decision-making; Ability to engage in active listening and draw out key conclusions from colleagues or subordinates)

Preferred Skills and Education -MBA, MS Engineering, a bachelor’s degree with a procurement / supply chain major and/or CPM/CPSM certification

  • Demonstrated proficiency in the following skill areas (examples of relevant experience included in parentheses):
  • Technical expertise (Ability to understand complex technical issues and contribute innovative solutions, including the ability to engage with engineers and suppliers to influence essential elements of designs)
  • Category expertise (Familiarity with end-user requirements and specifications for specific product categories; understanding of the relevant supplier landscape and relationships with key suppliers; knowledge of key cost drivers of sourced materials/services; commodity strategy development and implementation)
  • Project management (Ability to methodically plan complex processes and delegate tasks to appropriate individuals or groups; Ability to monitor progress vs. plans and make adjustments accordingly)
  • Negotiations [Systematic preparation of supplier or other negotiations (including development of negotiating strategies/positions tailored to objectives); Ability to achieve desired outcomes in negotiations (financial and other)]
  • Aerospace & defense experience (Familiarity with the aerospace and defense landscape through experience at BAE Systems or elsewhere in the industry)
  • Supplier development (Ability to build and maintain supplier relationships; supplier performance management)
  • Quantitative analysis [Ability to perform complex quantitative analyses quickly and accurately with minimal guidance (e.g., should-cost analysis, supplier economics, demand forecasting; cost structure evaluation and modeling)]
  • Contract management/compliance (Experience tailoring contract T&Cs and/or managing compliance processes)
