Sr System/Program Analyst

Provide support and analysis in the areas of project management, quality assurance and control, systems analysis, requirements analysis, risk analysis, procurement and contract documentation review, Advance Planning Documents (APD) review, certification reviews, and IV&V of state and tribal Child Support Enforcement (CSE) projects. Work closely with contractor and Government personnel. Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls. Develop Information Exchange Package Descriptions for the Model Tribal System (MTS) interfaces according to National Information Exchange Model (NIEM) standards. Assist development team with bug testing, functional testing, test scenarios, regression testing. Review MTS system documentation for accuracy, completeness, and adherence to standards. Provide hands-on internal and external training for MTS case workers and financials worker using existing training materials. Maintain MTS user documentation and create new documentation as needed. Maintain backups of MTS code. Update MTS Help files and document templates. Provide help desk services to new tribes during system startup (intermittent). Schedule and run MTS CCB meetings and update bug statuses. Develop and maintain implementation plans (Work Breakdown Structure, Gantt charts, etc.) for overall MTS rollout and individual tribes. Update MTS, interoperability, and other documentation on DSTS and ACF websites. Ensure Section 508 compliance of all documents. Review state Advanced Planning Documents (APD includes funding requests and project management plans) for accuracy, conformance to regulations, and industry standard management practices across Software Development Life Cycle. Also review RFPs and contracts as required. Review Independent Verification and Validation reports for prioritization, accuracy, and usefulness of recommendations Minimum Education and Experience Bachelor’s Degree and 8 years work experience or equivalent experience Required Skills and Education Required education: Bachelor Degree or four additional years of experience in lieu of a degree Background in software life cycle development Project management experience Excellent customer and communication skills (verbal/writing) Ability to multitask, manage priorities and meet deadlines Preferred Skills and Education Preferred Skills:

  • Project Management Professional Certification (PMP)
  • Experience with policy development and strategic communications
  • Experience with the following applications Bugzilla, Alfresco, SharePoint, Tortoise SVN, RoboHelp, Adobe Acrobat, Drupal
  • Familiarity with Section 508 (29 U.S.C. 794 d) Standards.
