Senior Subcontract Administrator
To procure materials, equipment, supplies and services of a highly specialized and complex nature which may require alterations or customizing to meet the requestor's specific need and specifications. May lead activities of subcontract administration teams on assigned programs required for the sourcing of complex (i.e. engineering development) programs for material, software, and services. This is accomplished following established and approved procurement policies and procedures in order to provide the best value consistent with quality and service requirements while maintaining good supplier relations. Responsible for Procurement Compliance and Cost/Price Analysis.
This position is in support of development and production programs and emphasis on supplier management, development and production ramp-up subcontracts, and negotiating and ensuring compliance to high value/complex subcontracts. A successful candidate must be able to be an effective communicator internally and externally, build mutually beneficial relationships, willing to advance their knowledge of procurement compliance, and proactively adopt best practices and support new initiatives.
Reviews requirements documents (i.e., statement of work, specification, etc.) for clarity and adequacy, and obtain necessary revisions from the program office/engineering. Verifies, releases and schedules requirements based on the schedule. Identify and ensure the flow down of prime contract requirements are properly addressed.
Identifies potential resources for required materials, and develops and issues request for proposals. Responds to subcontractor inquires. Prepares, issues, and administers non-disclosure agreements with subcontractors as required.
Receives and reviews subcontractor proposals. Participates on proposal evaluation team(s) in fact finding, technical evaluation, and cost/price analysis. Prepares and issues moderately complex subcontract types.
Negotiates specific subcontract terms and conditions including price, delivery, quality, and performance requirements. Negotiate required special terms. Performs or ensures the performance of independent price/cost analysis, if needed. Documents the entire fact finding and negotiation process. Ensures that discussions, correspondence and agreements with potential and actual subcontractors are in accordance with government law, corporate and company policy and program special provisions.
Secures, analyzes and provides subcontractor inputs (i.e. quotes, proposals, etc.) in support of prime contract proposals as assigned. Prepare small business plan for proposals if required.
Closes out subcontracts upon receipt of all deliverable items and final payment.

Typical Education & Experience
Typically a Bachelor's Degree and 4 years work experience or equivalent experience
Required Skills and Education
- Bachelor Degree in a relevant field of study (business, law, engineering)
- 5+ years of US Federal Government / Department of Defense subcontract administration experience.
- Proficient understanding / ability to efficiently interpret FAR/DFARS requirements.
- Cost/Price Analysis & Commercial Item Determination experieince
- MS Office (Word, Excel, PowerPoint) applications.
- Ability to effectively communicate internally and externally at all levels and in a fast paced environment
- Graduate Degree in a related field.
- Typical Related Experience: Five plus years' experience in project management, manufacturing engineering, operations management, supply chain, negotiations, cost/price analysis, or contract management. Candidates with technical background are encouraged to apply.
