Senior Procurement Buyer/Subcontract Specialist (location flexible)

Job Description
This positon can be located at either the Louisville, KY or Minneapolis, MN sites

This position is responsible for all planning and sourcing activities required to assure continuity of supply for their assigned materials. Activities include request for proposals/quotes, analyzing costs and the ability to write a price and/or cost analysis, lead negotiations, and place compliant purchase orders according to internal procedures and FAR/DFAR regulations. They will also be responsible for creating and executing supporting agreements and proactively manage all contract deliverables .

Typical Education & Experience
Typically a Bachelor's Degree and 6 years work experience or equivalent experience

Ability to assimilate new information, processes and tools
Lead and advise in the strategy, design and issuing of bids (RFI, RFQ and RFP) while ensuring accuracy and completeness
Analyzing quotes and writing a detailed price/cost analysis
Create and execute supporting agreements (PIAs, Letter of Subcontracts)
Ability to lead formal negotiations (price, schedule and supplier exceptions to contractual requirements)
Execute existing commodity/category strategies to include ongoing development of savings
Manage contract deliverables and supplier performance
Performing subcontract closeout actions, complete file documentation, and transfer files accordingly
Preparing reports and contractual correspondence

Preferred Skills and Education
Working knowledge and/or experience with Federal Acquisition Regulations (FAR) and Defense Federal and State Acquisition Regulations
Working knowledge of Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) requirements.
Understand prime contract flow down requirements
ERP experience
Working knowledge and/or experience with import/export licenses
Project Management
Advanced degree and/or certification in CPSM, CPM, CIPS or CFCM
