Senior Manager - Contracts

Job Description
I. BASIC FUNCTIONS OF THE JOB:
To manage a staff of Contracts professionals at various experience levels, at various locations, involved in proposal preparation, contract negotiations, and contract administration, and to manage contracts for assigned programs, including planning, negotiating, administering and executing proposals and contract documents. Develop and maintain professional and dependable relationships with both internal and external customers.

II. PRIMARY DUTIES AND RESPONSIBILITIES:

•Guide, direct and evaluate the activities of Contract personnel at various labor grades involved in bid/proposal efforts, and the negotiation and management of contracts to assure compliance with Company policies and procedures.
•Select, train, develop and review performance of subordinates. May serve as lead instructor of a training program.
•Maintain an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, BAE Systems and Contracts function policies and procedures, commercial and international contracting methods, export , FAR/DFAR and other Government and International Regulations.
•Lead cross-functional teams on a variety of LOB or OG initiatives.
•Support independent proposal reviews (Red Teams, Phase Reviews). May participate as an assessor in the Phase Review Process.
•Capable of establishing and managing negotiation strategies and financial requirements, perform business risk assessment and mitigation plans, conduct negotiation of contracts requiring a high degree of negotiation expertise and execute proposals and contracts to the threshold delegated.
•Experience in drafting and negotiating complex teaming arrangements or other types of contracting arrangements.
•Prepare and present at Business Area/Line of Business review meetings an analysis of completed bid/proposal packages and contractual obligations, including recommendations for negotiation strategies.
•Prepare contract summaries and provide management with complete, current and accurate data by reporting progress on contract activity, together with recommendations for management action/decision.
•Foster and maintain a sound and reliable relationship with counterparts in customer organizations and industry groups.
•Maintain specialized contracting knowledge in such areas as International Contracting, Offset, and Teaming arrangements.
•Regularly contribute to and may lead the development of new concepts, techniques, and standards, provide market intelligence and development of market strategies, provide input for the overall objectives and goals for the organization.
•Develops solutions to complex contracting issues, which require the regular use of ingenuity and innovation. Ensure solutions are consistent with organization objectives.
•May work in a multi-site or multi-product Line of Business.
•Supervises exempt and/or non-exempt employees. Work is performed without appreciable direction. Exercises considerable latitude in determining objectives, approaches to assignments and supervision of personnel.
•Works with Program personnel and other Company functions as required. Develop and maintain professional and dependable relationships with internal customers. A manager at this level would interface regularly providing advice and counsel on contractual and business matters to senior management at the assigned Business Area, LOB or Company level.
•Outside contact with Customers. Develop and maintain professional and dependable relationships with external customers. Meet with senior level executives of a customer's contracting/procurement organization.
•Exerts normal physical energy. Normal office environment. May work extended hours or weekends. Travel as required.
•Execute proposals and contracts in accordance with delegated authorities. Provide input for or may be required to develop department budgets.
•Undertake special assignments as required

Typical Education & Experience
Typically a Bachelor's Degree and 10 years work experience or equivalent experience

Required Skills and Education

Experience in a Lead or Supervisory capacity;
Expert knowledge of the Federal Acquisition Regulation (FAR) & Defense FAR Supplement
Communicate effectively both orally and in writing;
Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers;
Utilize computer skills to prepare appropriate reports and documents
At least 8 years' experience with Prime contract roles with various contract types (FFP, FPIF, CPFF, CPIF, CPAF
Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations
Experience with complex contracts, proposals and program execution

Preferred Skills and Education

Three years of international contracting experience (FMS and/or DCS)
Demonstrated experience mentoring and training junior staff
Experience with Industrialization and Offset Agreements
CPCM, CFCM with NCMA and/or CCM with IACCM highly desirable
