Program Manager - Vulcano

Job Description
Position will be located in Minneapolis, MN or Telecommuting is a possibility

Direct, coordinate and exercise authority for planning, organizing, controlling, integrating and completing programs under the Vulcano family of precision guided munitions, and/or other programs of similar strategic significance, technical risk and organizational complexity. Ensure achievement of financial, schedule, technical and new business performance objectives. Support other Precision Guided Munitions initiatives such as new business opportunity identification and development of strategic and financial plans for the Precision Guided Munitions Directorate.

Primary Duties and Responsibilities

  • Act and serve as BAE Systems main interface with international partners in the execution of current program requirements such as:
  • Managing the US qualification of a Ministero della Difesa (MDD) guided munition;
  • Establishing and leading Vulcano domestic engineering development and production of US workshare;
  • Supporting development of BAE precision guided munitions (PGM) strategy across multiple domestic and international BAE businesses;
  • Supporting the development of a synergistic PGM and Gun System strategy, working collaboratively with Gun Systems PM's and Directors;
  • Closely managing and driving down average unit production price (AUPP).
  • Supervise Vulcano programs initiation, organization, planning, authorization of work, management, control, management of change and close out of assigned programs according to BAE program management (PM) and life cycle management (LCM) processes.
  • Oversee the development and establishment of procedures and guidelines for daily operation of the assigned programs, and direct the initial preparation, execution and revision of the Program Plan of Execution.
  • Oversee the implementation and execution of program information management systems and controls to carry out program tasks.
  • Direct integrated program team (IPT) member's work schedules, prioritization of tasks, and implementation of procedures for performing work activities.
  • Direct and monitor work results for meeting customer requirements, specifications and quality assurance standards.
  • Regularly evaluate performance of assigned program tasks in terms of quality, cost control, and achievement of technical, schedule, performance and contractual objectives.
  • Proactively keep upper management informed regarding program status and any technical, cost, schedule, or administrative challenges within assigned programs.
  • Establish, maintain and promote good customer relationships. Ensure coordination of work tasks with customer representatives. Ensure customers are informed on status and progress of assigned programs. Coordinate program reviews and direct the preparation of status and progress reports.
  • Identify and develop new business opportunities. Develop capture plans and direct the development and preparation of proposals in response to various requests. Ensure that work statements are adequately defined and that staffing requirements are correct. Review make/buy decisions and approves the selection of subcontractors. Support development of a multi-year strategic plan for the business area.
  • Lead fact finding and customer negotiations.
  • Represent the company at appropriate customer or sponsor meetings.
  • Direct the work activities of employees assigned and support the selection, counseling, training, development and evaluation of the performance of team members. Ensure the adherence within assigned programs to the Operation Framework and the attestation to compliance within the appropriate sections of the Operation Compliance Statement.
  • Perform duties and responsibilities as assigned commensurate with this senior program management position.


  • Typical Education & Experience
    Typically a Bachelor's Degree and 12 years work experience or equivalent experience

    Required Skills and Education
    • Bachelor's degree in a technical discipline or business management plus twelve years of relevant work experience
    • Experience in leading complex engineering programs using matrixed teams, successfully executing and delivering mil spec hardware and defense weapon systems
    • Experience leading program life cycle reviews and financial reporting and analysis
    • Experience leading international teams, ideally to include global partnering
    • Ability to obtain Secret security clearance
    • Experience working with ITAR, EXIM and NISPOM
    • Experience in proposal development for competitive programs
    • Experience leading program Risk and Opportunity Management activities to include identification and development of risk mitigation plans
    • Network of government and industry associates, and experience effectively managing DoD, domestic and/or international aerospace defense stakeholders in the US Navy, US Army, US Marine Corps and international services to include the MDD
    • Strong communication skills, written and verbal
    Preferred Skills and Education

    • Master's degree

    • Knowledge of medium and large Caliber Weapons

    • Knowledge of naval ships and/or air defense platforms

    • Experience with MDD

    • EVMS certification

    • Proposal and/or competitive capture experience

    • Certification as a Project Management Professional (PMP) by the Project Management Institute (PMI) or equivalent
