Program Manager II

SUMMARY

Manages, coordinates, plans, organizes, controls, integrates, and executes a project or collection of projects. Ensures achievement of financial, schedule, technical, and new business performance objectives. Participates in the support of new business and in the development of financial plans for the company. Models and demonstrates strong leadership in ethics, safety and security.

SAFETY/ENVIRONMENT/ETHICS

Leader and Initiator in Safety. Ensures team compliance with all company & OSHA regulated safety requirements/standards; and environmental and ethical requirements.

Participates in project proposal development and planning to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources throughout various phases of project.

Communicates contract requirements, specifications and customer expectations to all departments to ensure incorporation into the shipyard business plan for the project.

Ensures establishment of the project plan including detailed schedules and budgets for each department and phase of the plan.

Responsible for distribution of the budget to individual departments.

Conducts project team meetings as required to accurately determine the project status and plan and initiate action plans for success.

Reviews status reports prepared by project personnel and modifies schedules or plans as required.

Prepares project reports for management, client, or others.

Prepares project reports to division and corporate management, highlighting shortfalls to plan adherence, which may need management attention.

Responsible for maintaining contract documentation, including all correspondence, change orders, etc.

Accountable for contract execution in compliance with all state and federal safety and environmental guidelines.

Coordinates and approves all changes to project requirements or plans, receiving customer approval when required.

Accountable for daily contact with customer’s representatives to report status, resolve issues and negotiate changes to contract requirements, whether schedule, technical or financial.

Must be physically able to access and tour all spaces on board vessels and within the facility.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Minimum Education and Experience Bachelor’s Degree and 15 years work experience or equivalent experience Required Skills and Education QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Must have comprehensive and practical knowledge and background in ship repair / shipbuilding /overhaul procedures.

Must have project management experience.

Microsoft Office Suite (Word-Excel-Outlook) knowledge and experience is required.

Must have knowledge of OSHA 1915, NFPA Standards, ABS and USCG regulations.

EDUCATION and/or EXPERIENCE

Bachelor’s Degree in Marine Engineering, Project Management, or related field; with a minimum of 15 years of industry experience. Master’s degree preferred.

Proven hands on experience with industrial project budgeting and contract negotiations.

Working knowledge of current state and federal safety and environmental regulations and procedures.

Excellent supervisory skills, computer literacy and the ability to handle multiple tasking.

LANGUAGE SKILLS

Ability to read, analyzes, and interprets common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test and reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. Ability to apply a high-level budgeting/accounting skills to execute contract ensuring profitability and customer satisfaction.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in schematic, blueprint, mathematical, or diagram form and deal with several abstract and concrete variables.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to tour all vessels, docks, piers, shops and work sites.

While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; talk or hear; climb or balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.

WORK ENVIRONMENT

While performing the duties of this job, the environment varies from normal office environment to wet and/or humid conditions, outside weather conditions, extreme cold, and extreme heat. The employee is occasionally exposed to moving mechanical parts and high places. The noise level in the shipyard environment is usually loud; office environment is usually low to moderate. The wearing of appropriate personal protective equipment mitigates risks associated with these conditions and is mandatory
