Program Manager for Support to Offensive Cyber Operations

Job Description
The Intelligence & Security Sector of BAE Systems is seeking a Program Manager for a contract supporting Offensive Cyber Operations (OCO) with the US Army. This individual will oversee a team of employees involved in research, hardware and software development, systems engineering, test, and integration across the full spectrum of OCO. This is a mission critical program that provides an individual an opportunity to have a direct impact on a vital cyber mission. The successful candidate will be accountable for planning, directing, and coordinating development projects and systems engineering efforts supporting delivery of solutions to meet cyber operational requirements. This will involve managing multiple projects and teams, often on short delivery periods. The Program Manager will be accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion, coordinating activities in support of project activities and teams that support the design, development, testing and integration of contract deliverables. The ideal candidate is comfortable in working in a fast pace, agile team environment and has experience in offensive cyber operations, preferably with the US Army.
Day-to-day responsibilities will include:

  • Perform day-to-day personnel and technical management of hardware and software research and development, reverse engineering and vulnerability analysis against systems, system engineering, and IT infrastructure staff to ensure high-quality and acceptable Technology Readiness Levels 3 to 6 project efforts are completed by the team
  • Lead technical responses to task order proposals, often on short turnaround timelines
  • Analyze workflow amongst project areas and work with the customer in establishing priorities, developing standards and setting deadlines
  • Responsible for successful project execution within cost and schedule, including financial planning and management oversight and close coordination with Program Control Analysts
  • Drive organic growth within the program and position BAE Systems for sustained growth in the OCO market
  • Develop and maintain a close working relationship with customer technical, program, and contract staff
Typical Education & Experience
Typically a Bachelor's Degree and 10 years work experience or equivalent experience

Required Skills and Education
  • 10 years of experience supporting Information Technology development, systems engineering, electronic warfare, or cyber programs including 5 years of experience managing technical cyber projects or programs
  • Project Management Professional (PMP) certification
  • Experience managing a contract or task order that exceeds $30M in value and related to Cyber Operations
  • Experience overseeing the execution of infrastructure and application development and integration projects
  • Experience implementing and managing Agile DevOps processes
  • Experience managing remote teams or geographically dispersed personnel
  • Experience supporting a contract or task order responsible for adhering to DoD information security and personnel security practices
  • Knowledgeable in task negotiations, monthly reporting, cost estimating, and program analysis
  • Must be a US citizen and hold an active Top Secret clearance with SCI eligibility. (Clearable to TS/SCI w/ CI Poly)
