Procurement Manager

Actively participate in pre and post proposal efforts, for major contracts with numerous government agencies from Civilian, Defense and Intel communities. Manage the allocation of resources to ensure best possible supplier discounts and submission of cost, on time, for pricing proposals. Gather requirements to identify sources and oversee issuance of requests for quotes/proposals to suppliers. Actively participate in supplier negotiations and establishment of agreements including, reseller, software licensing/maintenance/evaluation, consulting services, contract labor, subcontracts, NDA’s and teaming. Negotiate legal terms and conditions, pricing and other considerations for major procurements.

Review all agreements prior to finalization to insure terms and conditions are within BAE’s legal guidelines. Oversee procurement staff’s issuance of purchase orders and procurement package creation to ensure compliance in accordance with procurement policies and procedures. Advise internal customers and program management regarding procurement policies and procedures to ensure compliance.

Ability to manage staff for both direct and indirect procurements insuring that workload is well balanced and issues addressed. Provide leadership and guidance to department staff and input to performance appraisals and employment decisions. Point of contact for upper management to resolve issues and allocate resources. Represent the procurement department in meetings with suppliers, program management and senior executive staff. Interact with customers to ensure that all requirements are being met. Make recommendations to improve productivity, quality, and efficiency of operations. Represent the procurement department in meetings with suppliers, program management and senior executive staff.

Complete working knowledge of federal and commercial regulations, that relate to procurement. Participate in numerous audits including CPSR, DCAA, internal and external financial control audits. Run reports and analyze data to present procurement metrics and effectively manage staff. Actively participate and advise in policy and procedure integration meetings.

Minimum Education and Experience Bachelor’s Degree and 12 years work experience or equivalent experience Required Skills and Education Required education: Bachelor Degree with 10+ years of experience in Procurement or a Procurement related field.

Ability to manage staff insuring a balanced workload and collaborative environment.

Ability to review and negotiate terms and conditions for all types of vendor agreements.

Experience required in developing and communicating program requirements to supply base for active programs and proposals.

Ability to effectively influence supplier performance including the implementation of corrective actions and recovery plans as necessary.

Working knowledge of the Federal Acquisition Regulations, contract law and price analysis techniques are required.

Communicate effectively both orally and in writing;

Possesses excellent interpersonal skills and good writing skills.

Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers;

Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations;

Analyze, evaluate, develop and implement processes and systems within budget and adhere to time requirements and schedule.

Exercise discretion and independent judgment in the performance of duties set forth above.

Recognize the need for training of support to staff and the ability to create and provide training.

Proficient in Word, Excel and Powerpoint.

Preferred Skills and Education · Experience with Deltek Costpoint ERP system and Cognos Reporting a plus.

  • Ability to recognize the need for process improvement and implement plans to effect change.
  • Previous experience in a government procurement environment including CPSR policies and procedures.
  • Utilize computer skills to prepare appropriate reports and documents,
  • Experience/background in the procurement of labor and staffing requirements.
