Procurement Analyst Sr.

BASIC FUNCTIONS OF THE JOB:

To source, negotiate and procure materials, equipment, supplies and services of a highly specialized and complex nature, which may require alterations or customizing to meet the requestor’s specific needs and specifications. This is accomplished following established and approved procurement policies and procedures while working closely with Program Management, Engineering, Quality, Operations, Contracts, Subcontract Administration and any other relative organization.

PRIMARY DUTIES AND RESPONSIBILITIES:

Ideal candidate will perform the following duties. Locate qualified sources for materials, equipment and services in support of programmatic requirements. Locate new sources of supply as necessary to enhance program deliverables. Keep abreast of trends, changes in business practices and new technologies entering assigned markets. Interacts with resellers, distributors and manufacturers to maintain good supplier relations and ensure Company purchases represent the most favorable price consistent with quality, quantity, specification requirements, delivery and reliability of source. Analyzes quotations received and further negotiates pricing where applicable. Coordinates with Managers and or Directors of Procurement to ensure compliance with all Federal Acquisition Regulations and contract provisions are met on procurements. Works closely with key personnel to develop inventory levels and quality standards for material, components and supply requirements. Executes purchase orders based on approved requisitions and analysis of material / service demands, replenishments, substitute parts / materials, production set-ups, engineering changes and enterprise supplies. Ensures that all quality provisions are included on purchase orders and all quality requirements specified on government contracts are listed in the terms and conditions of purchase orders. Obtain pricing and cost data for proposal efforts. Maintain essential records and issues reports, as required, concerning pricing, delivery and supplier quality. Interacts with project management and operations management to mitigate supply problems and recommends corrective action. Ensures material and services are delivered on-time per the determined program schedule. Performs other related duties as assigned.

Minimum Education and Experience Bachelor’s Degree and 5 years work experience or equivalent experience Required Skills and Education

Proven ability to work in a fast-paced and deadline driven environment. Proven experience in Procurement / Supply Chain function within the defense and aerospace industry. Experience assisting Procurement functions in the planning, negotiating and administration of long term strategic agreements (LTSA), blanket purchase agreements (BPA), Indefinite Delivery/Indefinite Quantity agreements (ID/IQ), Vendor Managed Inventory (VMI), Value Added Reseller (VAR) and other strategic alliance in support of Business Unit needs. Ability to effectively articulate the procurement strategy for each assigned project and transition the plan to execution. Proven ability to perform price analysis and formally document negotiation outcomes. Aerospace Supply Chain experience with fabrication, cable and harness assemblies, and commercial off the shelf commodities. Working knowledge of FAR, DFAR, and ITAR regulations. Demonstrated clear understanding of the end-to-end supply chain to include supply base management. In depth knowledge of MRP / ERP system functionality within a manufacturing / services environment. Proficient with Microsoft Office applications (Word, Excel, Power Point, Access, Visio, Project).

Must be a U.S. Citizen. Position requires the ability to obtain and maintain a DoD security clearance.

Preferred Skills and Education

Minimum Qualifications (any of the following): Master’s Degree and 3 year(s) related experience. Bachelor’s Degree and 6 year(s) related experience. Associate’s Degree and 7 year(s) related experience. High School Diploma or GED and 11 year(s) related experience. Lean Six Sigma, Purchasing, Supply Chain Management or Project Management Certifications a plus.
