Principle Contracts Administrator

As a member of a team of contract professionals, perform the coordination, negotiation and management of moderately complex proposals and contracts under minimal supervision. The position requires knowledge of business agreements, Government and commercial contracting methods, including policies, procedures and the regulations (FAR/DFARS) in order to provide appropriate support during the contract life cycle from pre-solicitation, to proposal development and submission, discussions/negotiation, award, contract execution and contract closeout. Additionally, this position requires a high level of business acumen in conjunction with demonstrable experience working with numerous non-traditional contract types to include GSA schedules, IDIQ vehicles, and BAA’s) . The position requires the individual to develop and maintain professional and dependable internal relationships within BAE Systems along with strong reliable relationships with external customers throughout out the DoD and Agency community.

Minimum Education and Experience Bachelor’s Degree and 8 years work experience or equivalent experience Required Skills and Education Independently lead and/or support proposal activities including, but not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis, with attention to the financial and business risk of the proposed effort, participating in all proposal team meetings, preparing the terms, conditions and assumptions upon which the proposal may be submitted, reviewing the technical and pricing proposals for accuracy and consistency, conducting overall business risk analysis and preparing the proposal documents for submittal to the Customer.

Interface with the Programs Directors, Program and Project Managers, and with other key personnel to establish strategy, to discuss contractual issues, to provide early identification of risks and potential liabilities, and then to recommend alternative courses of action as appropriate

Aides in the organization of the technical data, statement of work, delivery schedule, milestone payments, terms and conditions, offset requirements and other contractual elements into a cohesive proposal.

Responsibilities also include coordinating with other functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual documents.

Ability to make positive and rational decisions, and proven capability to develop new and creative approaches in negotiating and managing contracts

Ensure the creation and preservation of contractual arrangements which offer the Company a reasonable probability of accomplishing the established business objectives for any particular contractual arrangement

Serve as primary point of contact between the company and the customer for all contractual matters on assigned contracts and projects including auxiliary agreements such as proprietary information agreements, teaming and other business agreements.

Assist in the development and/or implementation of policies and procedures that ensure Company compliance with applicable country specific laws and regulations throughout the contracting process.

Responsible for leading the negotiation team and executing the negotiation strategy with international/domestic customers.

Provides counsel to management regarding proposed contract liability, terms and conditions, and compatibility with established company practices.

Assures that proposals clearly define the scope of work to be performed and are in consonance with the applicable U.S. or foreign laws/regulations (including but not limited to ITAR and FCPA) and policies and procedures.

Comprehensive knowledge of the ITAR, FMS and FMF contracts, Direct Commercial Sales contracts, pricing and accounting principles, and basic knowledge of engineering aspects of company products.

Appropriately manage BAE Systems risk and protect Proprietary Information

Provide technical guidance to assigned administrators (if supervising)

Work with manager to assist in resolution of impasses or other difficult issues as identified by the Subcontract Administrator or the Program Manager

Comply with ISO standards and requirements

Preferred Skills and Education 1. National Contract Management Association (NCMA) Certification, CFCM

2. DoD and Agency contract administration experience

3. Proposal development experience

4. Possess strong analytical skills and problem solving skills

5. Ability to work in a fast paced work environment

6. Ability to meet deadlines and work independently

7. Exhibit strong interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers

8. Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.
