Mgr I- Procurement

Under the supervision of the Ship Repair (SR) Materials Director, the Procurement Manager supervises all site tactical procurement activities for materials, rentals, indirect subcontracts, material planning, warehousing, inventory management and government property system at the local shipyard. The Manager is also responsible for participating with strategic sourcing teams with the development and implementation of commodity strategies and ensuring execution of this strategy.

Tactical Team Management

Oversee tactical execution activities related to a supply chain category

Manage a team of 10 – 15 tactical purchasing administration staff

Determine workload balance across the tactical team

Create tactical responsibilities for each manager/supervisor

Review and approve individual purchases in concert with the delegation of authority

Manage tactical team’s efforts to meet set cost, quality, and availability objectives

Work with SR Materials Director to drive alignment between Ship Repair sites

Sourcing Strategy Management

Participate with Strategic Sourcing teams to develop sourcing strategy for all relevant commodities and disciplines under the purview of materials, rentals and indirect subcontracts.

Execution Oversight

Manage performance against cost, quality and availability targets for material, rentals and indirect subcontracts

Oversee material quotes, negotiation, and placement at local ship repair site

Ensure purchases, contract, and agreements comply with FAR and other customer requirements, with support from compliance experts within Ship repair Supply Chain

Ensure sufficient numbers of suppliers are developed to meet operational demands

Ensure quality standards are consistently meet or exceeded

Ensure timely resolution of any issues that could impact schedule, cost or quality

Track performance of tactical team in meeting agreed upon performance metrics

Supplier Management

Oversee supplier engagement in support of overall supply chain strategy

Oversee definition of supplier-specific strategies in furtherance of category objectives

Interface with suppliers as required to drive cost reduction, performance improvement and innovation

Oversee supplier performance and risk management

Assure early supplier involvement in proposal development

Material Planning, Warehousing, Government Property System

Oversee all material planning and warehousing activities and administration of Government Property Systems

Manage Material 1-2 Planning Managers and their direct reports

Manage 1-2 Warehouse/Material Management supervisors and their direct reports

Interface with SR Materials Director for Government Property System

Engage on Cross Functional Teams

Recognized Supply Chain Expert and Cross-Functional Teams

Serve as expert representing procurement on business engagement teams as the procurement liaison responsible for local shipyard procurement activities.

Offer early procurement input in the bid and proposal process to program teams, engaging suppliers as necessary

Engage with site leadership to ensure operation needs are being met by procurement
