Manager, Systems Engineering and Technical Operations

Job Description

I. BASIC FUNCTIONS OF THE JOB:
This position will report to the Program Director and be responsible for the direction of systems engineering resources to include working with Project Managers and manufacturing to ensure system design meets requirements and production, integration, and delivery is accomplished within budget and schedule.
The position will provide technical oversight of systems engineering activities/processes and lead efforts to follow systems engineering processes throughout the lifecycle of the program to include developing system specifications, managing program requirements, and verifying delivered products, services, and engineering data meets requirements.
II. PRIMARY DUTIES AND RESPONSIBILITIES: (Duties and responsibilities that occupy a major portion of time and importance in the job. Incumbent(s) perform one or more of the following duties.)
Engage with engineering design, operations, and program management personnel to define and document the customer's requirements and translate them into strategies to achieve cost-effective production.
Develop operation-related plans, budgets, and policies and procedures related to projects to include processes and resource planning in compliance with safety and regulatory standards.
Selects, develops, and manages technical personnel/processes and serves as a liaison between project management, engineering/design and line management.
Prepares project execution plan and identifies technical and business resources needed to successfully accomplish within allotted schedule and budget.
Monitors status of projects and budgets/schedules and prepares status reports. Assesses issues and develops solutions to meet productivity, quality, and customer satisfaction objectives.

Responsible for the administrative/operational leadership of daily operations in an environment with challenges related to projects and technical resource management.
Conducts performance appraisals, schedules vacation and approves leave usage.

Performs other duties as required.

Typical Education & Experience

Typically a Bachelor's Degree and 8 years work experience or equivalent experience

Required Skills and Education

Minimum Qualifications:
Required Education:
Bachelor's Degree (preferably in Systems Engineering) and 12 years of related experience
Extensive background and experience in management of technical personnel in an engineering environment and with processes related to design, documentation, manufacturing and delivery of complex instrumentation to the US and foreign Government customers.
Experience with requirements for development, design of complex systems, incorporating new designs and systems into existing platforms and developing technical documentation.
Proficient with tracking verification activities and supporting integration and test activities
Able to analyze, develop, and enhance engineering workflow processes.
Familiarity with ISO, AS9100, CMMI, and Program gate review processes.

ADDITIONAL REQUIREMENTS
Must be fluent in areas of cost, schedule, and risk management and be capable of managing quick reaction, short duration, and high-priority projects.
Possess the ability to develop proposals, Statements of Work, project schedules and WBS input.
Must possess the ability to work independently and meet deadlines with considerable latitude for actions or decisions, independently and on own initiative with minimal supervision.
Supports, plans and organizes all activities to meet product line, department, quality and company objectives including productivity targets, cost and schedule objectives.
Establishes procedures for maintaining high standards of operations, product quality, and safety.
Serves as point of contact for assigned personnel in matters pertaining to recruitment, personnel transactions, and disciplinary actions. Evaluates assigned personnel on clear and well-defined objectives in a fair and consistent manner.
Promotes Lean initiatives and effective management of resources. Develops specific process improvement initiatives in support of innovation initiatives.
Provides a liaison function to execute and coordinate engineering services. Provides coordination between design engineers and operations for projects including the determination and vetting of project technical requirements and managing changes that could impact current or future projects
