Manager - Offset
This position will be the single point of contact solely managing and administering the full life cycle of Weapon Systems’ international offset and industrial participation activities (guidance, planning, and execution) for naval gun or munitions programs – both direct commercial and U.S. Government (foreign military sale). This role could be delivered based out of any Platforms and Services location.
Additionally, this position will be responsible for the execution and administration of International Representation Agreements, and coordinating the implementation of strategic industrial partnership initiatives in foreign countries to improve capture opportunity success.
Position responsibilities include:
- Preparation of offset proposals; providing appropriate leadership visibility of offset-related responsibilities during pre-contract capture activities and during contract performance -Managing the vetting of 3rd party offset providers -Development and execution of offset projects, development of offset reports, customer interface, audit and fact-finding support (as required) -Negotiation and administration of major offset agreements -Interface with all levels of company management and multiple DoD and international customer organizations -Providing appropriate leadership visibility of offset-related responsibilities during pre-contract capture activities and during contract performance -Creating mechanisms to leverage programs, procurements, strategic relationships, intellectual property and research & development for offset credits -Providing expertise to shape industrial participation policy in target countries to support market access and minimize financial risk -Management of the process for reporting requirements on offset to U.S. government agencies.
Required Skills and Education
- Bachelor’s degree in related discipline or equivalent with 15 years of experience.
- Subject matter expert in the field of international business (proposal, negotiation and execution) with a good understanding of defense department foreign procurement processes -Minimum 7 years experience with Offsets/Industrial Participation worldwide – including offset proposal development, and subsequent program execution -Experience in the International Agreement Administration -Must possess the ability to effectively interface at all levels of company management, as well as DoD and other customer organizations -Experience with the ITAR/EAR is preferred.
