Management Analyst

This Position Description (PD) defines the roles and responsibilities of a Management Analyst in support of the Missile Development Division (N-50) of the NATO SEASPARROW Project Office (NSPO). The N-50 Divisions responsible for management of the Evolved SEASPARROW Missile (ESSM) Block 2 upgrade. This PD requires interfacing, on a regular basis, with government personnel, government activities, and prime contractor personnel to accomplish tasking.

In support of the Missile Development Division, candidate will provide support in the following areas as specified:

1. Program and Acquisition Management:

a. Provides program management support and acquisition management support (as required or as requested)by N-50 Government Staff or BAE Management.

b. Acts as liaison to Command Bridge(office database) and NATO SEASPARROW website maintainers to ensure all ESSM Block 2 information is current, and is posted as directed.

c. Provides administrative support to the ESSM Block 2 System Integration (SI), Integrated Product Team (IPT) and the Leadership team as required, or as requested.

d. Prepares presentation material as directed by the N-50 Division government personnel.

e. Action Item Management:

e1. Assists the N-50 Division Director in the day-to-day management of N-50 action items. Acts as the Action Item Database Administrator by means of incorporating and/or updating action items into the N-50 database. Provide status tracking,coordinate with actionees to ensure status currency; conduct periodic meetings with the cognizant N-50 representative for each of the action groups (i.e.,ETIM, IBR, BOD, SETR events (CDR, iCDR, etc.) to ensure consistency in management direction, and overall maintenance of the action item database.

e2. Develops status reports (as required or as requested).

2, Ad Hoc Tasking:

a. Respond to assigned ESSM Block 1 program related tasking (as required or as requested) from N-40 Government Staff or BAE Management such as researching issues, preparing point papers,creating animated power point presentations, etc.

b. When required by the US Navy acquisition process, coordinate compilation of ESSM Block 2 program metrics data for incorporation into the program health assessment dashboard. Compiles,checks, and interprets data and prepares a variety of general reports that maybe technical in nature.

3. Missile Development Division SharePoint Manager:

a. Act as primary point of contact with NATOSEASPARROW.org webmaster to ensure online data repository/

share point system is current, to include uploading/downloading materials as necessary.

4. Data Management:

a. Provides information retrieval and distribution services from local resources (Naval Sea Systems Command (NAVSEA) intranet, Raytheon Missile Systems (RMS) Common Product Data Management (cPDM) System, and the Logistics & Engineering Data System(LEDS))

b. Coordinates classified material transfer and transmittal through the Secure Internet Protocol Router Network (SIPRNET) and NATO SEASPARROW Performance Assessment Network (NPAN)tools to support ESSM Block 2 program requirements.

c. Facilitates strategic studies data flow amongst team members, including downloading data from cPDM, RMSeRoom, etc., for dissemination to the ESSM Block 2 Systems Engineering IPTs (SEIPT).

d. Coordinates and prepares classified data/material for transfer via mail.

5. ESSM Block 2 Task Coordination:

a. Ensures that tasks are consistent with overall Missile Development Division direction and resource capabilities and coordinates with tasks assignee to ensure task direction andresponse dates are understood, and follows-up with assignee through taskcompletion.

b. Coordinates preparations in support of scheduled ESSM Block 2 briefings or meetings (as required or as requested) to include but not limited to: Systems Engineering Technical Reviews (SETR), Topical Board of Deputies (BoD) meetings, ETIM meetings, etc.

c. Coordinates / Assists in report generation, and correspondence routing.

6. Missile Development Division Calendar:

a. Act as primary point of contact for maintaining the ESSM Block 2 Schedule, including maintaining currency of all N-50 Division meetings, all ESSM Block 2 SE IPT meetings,and all pertinent ESSM Block 2 Prime Contractor meetings, Division personnel leave plans, and product delivery dates as directed by the N-50 Government staff or BAE Management.

b. Assist N-50 Division personnel in scheduling of conference rooms and teleconference/video teleconference facilities in support of ESSM Block 2 meetings.

c. Act as primary point of contact ensuring the on-line calendar is current.

7. ESSM Block 2 Decision Documents (DD):

a. Assist with coordination of ESSM Block 2 related decision documents. Activities include tracking status,collection and cataloging of Division supporting materials such as whitepapers, trade studies, etc., monitoring for formatting or editorial mistakes,collaborating with reviewing/approving personnel to ensure all Divisions are receiving attention, and verifying final versions are posted into the RMS eRoomand the Limited access website (www.natoseasparrow.org).

8. DoDD 5000.01 and DoDI 5000.02 Operation of the Defense Acquisition System:

a. Assist with Milestone Decision Review preparations (as required or as requested).

b. Assist with maintenance of ESSMBlock 2 milestone review, acquisition documentation reference library (as required or as requested).

Minimum Education and Experience Bachelor’s Degree and 5 years work experience or equivalent experience Required Skills and Education 1. Education and years of related work experience required: Security clearance requirement:

Must be able to obtain and maintain a DoD security clearance (U.S. Citizenship


2. Also required:

a. Government-sponsored development program experience.

b. Familiarity with the SETR process.

c. Advanced working knowledge of commonly used Microsoft Windows based Microsoft Office Suite (i.e., Outlook, Word, Excel, PowerPoint, and Access).

d. Strong verbal and written communication and interpersonal skills.

Preferred Skills and Education Highly Desired to have an Active DoD Secret security clearance.

Must be able to obtain and maintain a DoD security clearance (U.S. Citizenship
