Journeyman Cartographer - Hawaii

Perform feature data extraction in support of the 5th Engineer Detachment Geospatial Planning Cell to support U.S. Pacific Command (PACOM) Theater Geospatial Database (TGD) requirements. Perform QA/QC review of products leveraging GAIT, ArcGIS Data ReViewer, or comparable geospatial data inspection software. Compile, segregate, evaluate, research, interpret, analyze, and disseminate intelligence information to support operations.

Prepare, maintain, and present intelligence displays, reports, and briefings with the creation and use of visual aids and drafting, editing, and proofreading documents for publishing. Combine digital cartography, computer technology, GIS, cartographic and geospatial production techniques, remote sensing, photogrammetry, and digital data formats. Work within a multi-user enterprise environment.

Minimum Education and Experience Bachelor’s Degree and 2 years work experience or equivalent experience Required Skills and Education 3 to 10+ years of cartographic finishing, feature extraction, and data content management related experience required.

Experience in geography, cartography and Geographic Information Systems (GIS) which includes skill in ArcGIS applications.

Experience in creating shapefiles, geo-databases, and features. Experience performing feature data extraction.

Knowledge of digital cartography, image processing, geographical information systems (GIS), geospatial production techniques and digital data formats.

Ability to utilize geographic names information from the GNDB.

Proficiency with photo interpretation (PI). Knowledge of and ability to identify features from imagery and to be able to apply attribution to them (lane widths, building type, airfield features, crop vs. orchard) Experience with extracting various feature layers (land cover, hydrography, transportation, utility, places of interest (POI))

Knowledge of geospatial analysis software suites (GIS commercial software packages such as ArcGIS , ArcToolBox , ArcCatalog , Production Tool Lines (PLTS) Defense/Defense Mapping , ERDAS & SOCET GXP , including common office software to include spreadsheets, word processing) to accomplish its mission.

Expertise in preparing source material (Commercial or stereo imagery and ancillary sources like DEM/DTED/SRTM, AAFIF, DVOF, hill shade, Geonames, Boundary data, OSM (open street map)) for digitizing , attribution , digitizing boundaries from georeferenced and ortho-rectified sources, applying projection, datum, and coordinate transformations, georeferencing and ortho-rectifing source materials (maps, imagery) and extracting vectors from stereo imagery or elevation data.

Experience with Quality Assurance / Quality Control ( QA/QC ) process. Peer/lead review, thematic reviews (hydrography, transportation, etc), topology, attribution checking, GAIT, Arc Data Reviewer

Understanding of geospatial database content management

Familiarity with extraction guide

Cultural awareness and general geography awareness (mountainous regions, glacial features, rainforest regions, etc.)

Preferred Skills and Education Preferred Skills:

Experience using data mining tools; open source research methods; understanding of military capabilities weapon systems; application engineering, system administration, or software configuration of industry standard geospatial analysis and production software; experience with Oracle Spatial or ArcSDE.

Experience with developing Python scripts to automate QA/QC and feature data extract processes.
