IT Portfolio Manager

Job Description

The candidate collaborates with the Government Chief Information Officer and Senior IT Staff, and performs work independently to ensure that Government organizational goals, program goals, IT performance objectives and service level objectives are met. The candidate ensures Investment reporting and real-time dashboard status is up to date and reflective of the most current information. The candidate will provide portfolio management that is designed to consolidate and eliminate duplicative spending on Commodity IT, identify opportunities for modernization and shared services, and drive mission and customer-focused IT solutions. The supporting processes provided by the candidate will ensure that the Government can continuously select a balanced portfolio of IT investments, control the performance of development/modernization activities, and then regularly evaluate whether outcomes are realized.

Typical Education & Experience
Typically a Bachelor's Degree and 8 years work experience or equivalent experience

Required Skills and Education
Provide portfolio analysis and management, financial management, and cost analysis to a major DOJ client and facilitate analysis, selection, control, and evaluation of IT investments. Conduct business case reviews, investment analysis, and the integration of strategic capability planning guidance to maximize the return on IT investments using DoD IT PfM portals. Support the integration of strategic planning, performance planning, and information management planning to maximize the return on investment. Analyze investments based upon programmatic, technical, and architectural criteria, coordinate the scoring of programs, and assess and evaluate the value and risk of the IT investments. Link interdependencies between both program and information management to facilitate planning as directed or implied by applicable legislation. Provide analysis of existing investments and new requirements ensuring they support the organization's mission, vision, and goals while maximizing the return and minimizing risk and develop IT Investment value and risk criteria to support annual staff-assisted assessments. Facilitate assessments to ensure personnel involved with PfM activities understand their roles and how to use the tools available, develop presentations capturing investment evaluation, and advise on recommendations to senior leadership.
