Government Compliance Manager

Job Description
BAE Systems, one of the world's leading defense contractors and a stable Fortune 500 Company, is currently recruiting for a Government Compliance Manager to join our finance team supporting the Platforms and Services Sector, Combat Vehicles business in Anniston, Alabama, geographically located between Atlanta, GA and Birmingham, AL.

Primary responsibilities of this positions:

  • Applies and analyzes accounting principles on contracts, costs, processes, practices and procedures as they relate to Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS) interpretations
  • Manages financial and operational audits by examining and verifying accounting, statistical, or operational records and/or procedures of internal and/or external organizations to determine the reliability and effectiveness of financial and control systems, material assets, liabilities, surplus, income, expenditures, etc. (Financial Controls Framework and Internal Audit support)
  • Prepares reports of findings and recommendations to management. May evaluate and recommend improvements to business practices, processes and control procedures in accordance with regulations and best Federal Contractor practices
  • Support system owners continued approved status of major business processes and systems required to do business with U.S. Government
  • Owns the ACO and DCAA relationship and interface. Maintains the formal correspondence log between the Government and the Anniston CAS with regard to required submittals, Government requests for information, and responses to SOCARs, Initial and Final Determinations
  • Prepare the annual Incurred Cost Submittal and support its defense
  • Participate in negotiation of final rates
  • Forward Pricing Rate Preparation and submittal - support of its audit, use in proposals, and establishing provisional billing rates
  • Submittals of detailed cost impacts as required
  • Submittal, maintenance and defense of disclosure statements
  • Lead studies and decisions for changes in disclosed and/or established cost accounting practices
  • Support Finance leadership in relation to Cost Accounting Standards (CAS) and Disclosure Statement non-compliance findings
  • Maintain Government Accounting and Internal Controls dashboards and Corrective Action Plan (CAP) completion verifications

Required Skills and Education
  • Bachelor's degree with minimum 8 years relevant experience
  • Ability to handle multiple assignments under time constraints
  • Self-motivated with a bias for action, process/results oriented
  • Works with minimal supervision
  • Understand importance of meeting deadlines
  • Good planning, time management and organization skills
  • Problem solving and in depth research and analytical skills
  • Exercise discretion and independent judgment
  • Perform follow-up and corrective action plan completion validations against Internal Audit, Financial Controls framework, and DFARS business systems findings
  • Communicate effectively both orally and written
  • Exhibit strong interpersonal skills when interfacing and coordinating with all levels of site management and internal/external auditors while maintaining professional and effective relationships
  • Supervisory experience
  • Advanced excel skills and working knowledge of other MS Office applications
  • Ability to make decisions using sound judgment while complying with policies, procedures, and applicable federal laws and regulations
Preferred Skills and Education
  • 10+ years related experience
  • BS degree in Accounting or Finance
  • MBA preferred
  • CIA and/or CMA certification
  • Standard Cost Accounting experience
  • Federal Acquisition Regulation, Government Contracting, Department of Defense, Cost Accounting and/or Internal Auditing experience
  • Excellent verbal and writing skills
  • Working knowledge of Microsoft Access
