Global Peace Operations Initiative Operations Manager

Training manager for the Department of State peacekeeping capacity building program responsible for data collection, storage, archiving, analysis and reporting for all for training, equipment purchases and/or facilities refurbishment activities funded by either the Global Peace Operations Initiative (GPOI) or the Africa Peacekeeping Rapid Response Partnership (APRRP). Both GPOI and APRRP are presidential peacekeeping initiatives managed by the Department of State’s Bureau of Political Military Affairs Peacekeeping Operations Capacity Building (POCB) division. The training manager must work closely with GPOI and APRRP implementers in the Department of Defense Combatant Commands and supporting Defense agencies along with the Department of State’s African Affairs regional bureau and their Africa Contingency Operations Training and Assistance (ACOTA) to obtain fiscal and operational data. Secondary function is to support the POCB Resource Manager in fiscal forecasting, congressional notification, allocation and obligation processes for all GPOI and APRRP funding actions. Such actions require the training manager to make determinations on federal funding based on U.S. regulations, ensuring compliance with U.S. sanctions and Department of State funding restrictions, and preparing formal reports to Department of State senior officials and processing fiscal actions and agreements with the Department of State Bureau of Administration/Office of Logistics Management/Acquisitions (A/AQM), the Bureau of African Affairs Executive Office (AF/EX), and program implementers; and the development of financial databases to track funding allotments and expenditures. Finally, the training manager will be responsible for the planning and conduct of at least two annual United States Government workshops held in Washington, DC. Requirements will include developing detailed implementation plans and matrices, preparing and monitoring invitation and RSVP lists, obtaining facilities and catering services, and providing general logistics oversight and execution. Minimum Education and Experience Bachelor’s Degree and 2 years work experience or equivalent experience Required Skills and Education Required education: Bachelor’s degree in international relations or related field; prior experience in performance assessment, metrics and evaluation and associated data collection efforts.
