Job Description

Director Systems and Requirements, USPACOM & Component Commands, provides guidance, advice, and support to Electronics Systems (ES) Sector leadership and Business Areas. Responsibilities include identification, qualification and creation of new business opportunities, prioritization of new business pursuits, development of marketing plans and capture strategies regarding USPACOM, its component commands and assigned units within its Area of Responsibility. The position will be able to assist USPACOM customers in meeting their requirements and capability gaps with those capabilities, products, and technologies available or being developed in the ES Sector's Business Areas. The position will reside in the ES office in Honolulu, HI and report to the VP, U.S. Customer Requirements & Advocacy in Arlington, VA.

The position will w ork directly with ES Business Areas, Customer Requirements & Advocacy, and International Business Development. The position will develop and maintain close trusted partner relationships with USPACOM, its component commands, and assigned units. The position will m anage ES personnel access and engagement for domestic and international business pursuits and facilitate ES leadership engagement with Service/USG peers.

The position will also support the Business Areas through attendance at Industry Days, Symposiums, Professional Events, Conferences, and Trade Shows in the PACOM AOR and coordinate with other Industry representatives as required.

Applicants selected will be subject to a government security investigation and must meet the eligibility requirements for access to classified information.

Typical Education & Experience

Typically a Bachelor's Degree and 12 years work experience or equivalent experience

Required Skills and Education

1. Active Top Secret clearance.

  • Bachelor's Degree required, Master's Degree desired.
  • Joint Specialty Officer (JSO) qualification.
  • Experience in an Operational Unit assigned to the PACOM AOR (Army, Navy, Marine Corps or Air Force).
  • An assignment to a PACOM Subordinate Command (PACAF, MARFORPAC, USARPAC, or PACFLT).
  • A recent Joint assignment to the PACOM Staff (J-3, J-4, J-5, J-6 or J-8).
  • Experience with the Joint Capabilities Integration Development System (JCIDS), COCOM Integrated Priority List (IPL) and Joint Universal Need Statement (JUON) processes
  • Excellent interpersonal and communication skills with all levels of the customer organization and into partner communities


  • Preferred Skills and Education

  • Thorough understanding of the Pacific marketplace, its customers (AF & USN preferred) and the ability to think strategically and champion future opportunities
  • Experience in the DoD Planning, Programming, and Budgeting (PPBS)
  • Experience with the Federal Acquisition Regulations
  • Expertise in strategy development
