Job Description
The Intelligence and Security Business Operation team within Finance provides the organization and senior management with support for project management governance and assurance, training and development, process improvement, and support to new business winning. The successful candidate will exhibit an exceptional degree of ingenuity, creativity and resourcefulness, and develop solutions to complex problems. You will create formal networks with key decision makers and proposal and program teams at all levels and functional disciplines. This position will be expected to work to uncover and resolve issues associated with long-range goals and objectives in support of the leadership of the business areas assigned.

Additional responsibilities will include research and analysis of financial positions on active programs, supporting continuous improvement activities within the business, and identifying opportunities for improved performance on our diverse range of programs in the defense and intelligence portfolio, including comparison of actual results against planned results that affect the financial posture of the organization.

  • Support Project Manager Development
    • Gather and analyze Project Manager Competency Assessments
    • Conduct PM Training
    • Review and revise PM processes to support effective management of complex projects across the organization
  • Support LCM Discipline
    • Gain expertise in LCM processes and procedures
    • Attend Monthly Project Performance Reviews and provide guidance and input as needed
    • Monitor LCM Tracking by Business Unit PMAs
    • Serve as backup for Project Management Authority for LCM compliance reporting for QBR and CBR
  • Support internal and external audits
    • Annual Internal LCM Audit
    • Annual Financial Controls Framework Audit
    • COSA Preparation in support of FCF
    • Operational Assurance Statement
    • Participate in and/or lead assessments, process improvements & similar activities
    • Participate in sector-level initiatives such as 'One-Team Advantage' project
  • Lead continuous improvement initiatives
    • Conduct Independent Risk and opportunity analysis on Program Bid Cost Estimates
    • Conduct Independent Cost Evaluations for active programs
    • Serve as independent Phase Review Chair
  • Provide ICE support as required by the business area for proposals and active programs to include:
    • Apply an understanding of financial systems, cost structures, historical data and processes utilized by BAE to assessments performed
    • Interpret and evaluate functional BOEs, RFPs, contracts and other programmatic documentation to gain an understanding of the scope associated with cost estimates
    • Evaluate and express, at the appropriate level, potential consequences of risk and opportunities to given cost estimates by providing a range of outcomes for the proposal or program
    • Generate written synopsis and provide content for briefing an ICE analysis to VP and other senior level leadership in support of the bid review process.
  • Support the collection of historical cost, program and technical data from bids and actual programs to support the generation of metrics and Cost Estimate Relationships
  • Work collaboratively with the other ICE team members to establish priorities and resource allocation in order to ensure the effective development and retention of ICE skills and knowledge, and effective delivery of day-to-day support to programs and proposals requirements of the businesses
  • Train and mentor junior department personnel and perform reviews of peer work to facilitate process improvement, consistency and uniformity of ICE positions
Required Skills and Education
  • Strong analytical abilities combined with the interpersonal skills necessary to communicate and support analyses at various management levels within our organization
  • Solid understanding of, and experience with, BAE US Defense program execution
  • The ability to question assumptions, understand engineering and product technical complexities and be able to evaluate and express these as potential cost or risk impacts is essential
  • Strong problem solving skills and the capacity to work under tight deadlines
  • Flexibility to manage multiple priorities
  • Secret level clearance or ability to obtain a security clearance
