Cyber Systems Engineering Manager

Job Description

The qualified candidate will provide functional supervision for the Resilient Cyber Solutions Group within GEOINT-ISR on the San Diego campus. Responsibilities include Personnel Supervision - employee performance management, merit and performance reviews, coaching, counseling, career development, training, employee administration, and effective communication within the section and across the directorate. Funding for the position is approximately 10% indirect for supervisory duties and 90% direct/indirect for program responsibilities or new business/IRAD activities. Thus taking the assignment requires that the candidate have the ability to support either direct cyber systems engineering program tasks, IRAD, or new business activities. Responsibilities include the following:

People: Employee Support
- Facilitate Employee program assignments
- Directs Employee Career Development
- Develop, approve and monitor Employee Goals
- Monitor Employee performance and provide performance feedback
- Communication - Flow down / flow up
- Provide resources to employee to perform tasks
- Mentor of junior engineers
- Promote and enforce company ethics policies
- Suggest expense items for department indirect budget
- Embrace and promote company diversity goals

Performance: Program Support
- Makes hiring decisions on engineering employees within assigned functional and/or business area.
- Staff and monitor execution on projects
- Help resolve technical, staffing and personnel issues

Typical Education & Experience

Typically a Bachelor's Degree and 12 years work experience or equivalent experience

Required Skills and Education

  • Strong understanding and experience with Systems Engineering techniques
  • Certified Information Systems Security Professional (CISSP) certification (or ability to receive CISSP within 6 months)
  • Demonstrated leadership skills (soft skills, strategic thinking, business acumen, supervisory experience, building teams, building customer relationships)
  • Demonstrated experience with strategy development and execution
  • Demonstrated experience with project planning and execution
  • Demonstrated experience with managing complex programs with competing/conflicting resource requirements
  • Experience with customer/stakeholder communication, management, relationship building, and customer satisfaction
  • Ability to negotiate effectively with higher level managers, functional managers, customers, industry partners, and teammates
  • Strong planning and organizational skills with the ability to diagnose and resolve complex problems
  • Working knowledge of Cost Account Management (CAM), Earned Value Management Systems (EVMS), and project management tools
  • Strong oral and written communications skills
  • Strong proposal writing and review skills
  • US Citizenship and ability to be granted a security clearance by the Federal Government
Preferred Skills and Education
  • Mastery of Cybersecurity policies, DoD or Intelligence Community Assessment and Authorization (A&A) processes and procedures
  • Experience with offensive architecting, threat modeling and attack vector analysis
  • Experience with cloud and cross domain solution accreditations
  • Proficient in vulnerability assessment, control allocation and risk mitigation
  • Experience with traditional A&A tools: ACAS Nessus, HBSS, Xacta, eMASS, SCAP Scanner, HP Fortify, WebInspect, STIG Viewer
  • Graduate work with a cyber-focus
  • Experience with threat modeling and attack vector analysis
  • Experience with Cyber Failure Modes, Effects and Criticality Analysis (Cyber FMECA)
  • Experience hardening and accrediting embedded systems
Additional certifications (e.g., Certified Cloud Security Practitioner (CCSP), Certified Software Security Lifecycle Practitioner (CSSLP), Offensive Security Certified Professional (OSCP), Scaled Agile Framework (SAFe), INCOSE Certified Systems Engineering Professional (CSEP), etc.)
