Contract Repair Estimator

BAE Systems Hawaii Shipyard is hiring a Contract Administrator II in our Contracts Department. The candidate will report to the Contracts Supervisor. The candidate will also interact with Contract Administrators for ship repair availabilities and various department teams alone. The selected candidate will be responsible for reviewing, proposing and managing cost proposal estimates and the contractual execution of complex Multi Ship Multi Option (MSMO) Ship Repair maintenance, repair, overhaul and conversion during extended availabilities, as well as continuous and emergent repair availabilities. Also responsible to monitor cost history, estimate justifications, budget adequacy and performance using established procedures in order to develop and successfully fulfill BAE’s contractual requirements. Generally involves independent judgment and analysis of contractual and estimating issue identification and resolution. May require development of new contract and estimating processes or assessment of required deviations from established norm. Evaluates contract performance to determine necessity for new and growth Request for Contract Change (RCC) work. Provides key assistance in negotiating terms, conditions, and prices of RCCs in order to develop or revise contracts for furnishing services, supplies, equipment or other material to the customer. Prepares and analyzes price proposals and other data to determine reasonableness of prices, solicitations, terms and conditions. Assist with solicitation package/RCCs with the planning, estimating, technical and program management groups to verify cost information and ensure management’s comprehension of the statement of work. Monitors and manages cost proposals for funding, RCCs, extensions, and similar features on existing contracts. Provides assistance with project agreements including negotiation of price, justification, work scope, terms and conditions. Works as a team member with other Contracts Administrators/Estimators for general correspondence such as limitation of costs, limitation of funds, submission of revised proposals, and the like. Adheres to contract documents in accordance with corporate policy to plan and administer execution of Naval Vessel Ship Repair, Maintenance and Modernization contractual agreements meeting FAR/DFARS compliance and established local polices and procedures. 2+ years of related work experience with Bachelor Degree

  • Good analytical and problem solving skills
  • Must have expert knowledge of Federal Acquisition Regulations (FAR), DoD FAR Supplement. (DFARS), and contractor estimating system requirements
  • Must exhibit the ability to apply analytical thought processes to resolve issues in a variety of complex situation without supervision
  • Must be able to utilize office equipment including copiers, scanners and fax machines
  • Must be a US Citizen
  • Must be able to obtain and maintain base access to Joint Base Pearl Harbor Hickam
  • Must be able to work from 6am to 2:30pm M-F and overtime as needed
  • Must be proficient with Microsoft Office (Word, Excel, Outlook, Adobe, Internet Explore & PowerPoint)
  • Must have strong written and oral communication skills
  • Must be able to board ships, enter confined spaces with limited visibility and have the ability to climb up and down stairs and/or ladders of varying heights to complete the job or inspections
  • Must be able to work indoors and outdoors under all weather conditions
  • Must be physically and medically qualified to wear required personal protective equipment
  • Must have a valid driver’s license
  • Must be able to interact with a variety of people in a variety of settings. Ensure that inter-departmental relations are maintained.
