Contract Admin Sr.
BAE Systems is looking for a Contracts Administrator with 3+ years of contracts administration experience to perform contract administration activities within the Federal Government Contracting arena.
This is an excellent opportunity for a highly-detailed, self-motivated individual to join the BAE Systems Contracts team.
• Contract Administrator responsibilities (~80% or more of projected time with remaining time to cover proposal preparations and submission)
Reviews solicitations and prepares routine response for proposals, bids, and contract modifications. May also prepare simple requests for proposals. Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedure. Drafts and negotiates contractual instruments commensurate with skills and grade level. Communicates contract policy and practice to internal business teams. Ensures contract review, approval and execution in accordance with corporate and/or business unit guidelines. Prepares and administers routine correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal. Prepares, organizes and maintains contract records and files documenting contract performance and compliance. May conduct research to support contract audit and or facilitate business unit contracting trends. Performs contract closeout activities. Assists mid- to high-level contract professionals in working with internal or external business teams on issues and developments relative to assigned contracts.
• Contract Close-out responsibilities (~20% or less of projected time)
Close out physically completed contracts, delivery/task orders, and other agreements of all contract types (cost type and fixed price). Resolve all outstanding obligations contained in the financial systems. Maintain good customer relations by eliminating the backlog of overage contracts and other contractual actions. Actively pursue expiring, cancelling and/or excess funds to ensure such funds are either used or returned to the primary customer (Government or non-Government entities).
Act as primary customer interface for Government contract audit requirements for both BAE Systems' internal Government Compliance function, and, directly with the Government (DCMA, DCAA) as it relates to contract closeouts. Lead and/or support the development and maintenance of good customer relationships. Draft and submit final contract closeout proposal packages to the Government (DCAA, DCMA) for review with minimal supervision.
Develop, analyze, and prepare reports to be used by management while completing the contract closeout process, specifically applicable in complex cost-type contract closeouts where the performance spans over multiple years and numerous CLINs. Provide general contracting support services such as record keeping, data calls, processing modifications/ final invoices and other related tasks as assigned.
Typical Education & Experience
Typically a Bachelor's Degree and 4 years work experience or equivalent experience
Required Skills and Education
Bachelor's degree plus 7 years of relevant experience.
- At least 2 years of relevant Defense experience in the areas of Contracts, Finance or Compliance
- Must have understanding and familiarity of working with a Cost Type and Firm Fixed price contracts
- Must be a US citizen or Naturalized citizen
- Must be able to obtain and maintain access to Joint Base Pearl Harbor Hickam
- Must have expert knowledge of Federal Acquisition Regulations (FAR), DoD FAR Supplement. (DFARS), and contractor estimating system requirements
- Must exhibit the ability to apply analytical thought processes to resolve issues in a variety of complex situation without supervision
- Good analytical and problem solving skills.
- Critical attention to detail
- Financial acumen to support cost estimating when needed and to review proposal quotes
- Must have a valid driver's license
Bachelor Degree preferred
Certified Federal Contracts Manager (CFCM)
