Chief Engineer (Holston Modernization Program)

The Chief Engineer will lead multi-discipline engineering teams on multi-million dollar industrial design and construction programs.

o Chief Engineer for the modernization program in support of additional manufacturing capacity through plant modernization design, development and construction programs specifically related to upgrading utilities, chemical processing facilities, and additional buildings.
o Leads the technical project team in the application of BAE Systems Life Cycle Management processes and methods used in design, development and commissioning. Guides and develops the requirements, processing methods, equipment and engineering tasking for design, development, and commissioning.
PRIMARY DUTIES AND RESPONSIBILITIES:
o Technically lead the engineering staff assigned to the specific Modernization programs in the design, development and commissioning activities. Responsible for overall technical viability to requirements as well as successful completion of engineering tasks on the assigned projects.
o Create the technical development plan and overall engineering tasking. Lead the technical team in meeting schedule within budget. Provide regular updates to progress.
o Provide technical risk management for the project.
o Coordinate the technical aspects of the Modernization programs with the overall OSI (Ordnance Systems Inc.) team.
o Lead internal engineering or external suppliers in the development of drawings, statements of work, and specification packages for procurement of equipment or services.
o Support the transition to production following commissioning.
o Prepare budgetary and engineering estimates.
o Supervise subcontractor work to assure satisfactory performance of the scope of work.
o Prepare schedules regarding assigned technical tasks and provide status on tasking.
o Prepare work flow schedule and process task duration estimates.
o Responsible for assisting the PM in development of the budget, approval of purchase requisitions and of invoices.
o Performs other duties as required.
Typical Education & Experience
Typically a Bachelor's Degree and 8 years work experience or equivalent experience
Required Skills and Education
o Required education: Bachelor Degree required; mechanical, civil, engineering or systems engineering degree preferred.
o Experience in the building design and construction for industrial facilities.
o 8+ years related experience, 5 years of experience in engineering design, development, and commissioning.
o 5 years in an engineering technical project leadership position
o Must be able to effectively communicate and interface with various functional departments and customers.
o Experience estimating engineering labor and materials
o Microsoft Office experience required
Preferred Skills and Education
o 12+ years related experience, 5 years of experience in engineering design, development, and commissioning
o Experience in Industrial utilities CAPEX type projects preferred
o Experience in System Engineering processes and DoD projects
o Experience in chemical manufacturing facilities preferred
o Professional Engineer (PE) or Project Manager Professional (PMP)
o Experience leading $10 million or larger design projects
o MS Project experience preferred
o Cover letter preferred
