Lead Project Manager (Government)
Seeking a candidate to fill the Lead Project Manager for an Intelligence Community contract. A STEM degree and a minimum of 10 years demonstrated experience providing requirements analysis and definition as well as developing enterprise network solutions to meet IC, DoD and international partner requirements. Experience with the NGA project management and readiness review processes is preferred and will be given preference.
The Lead Project Manager is responsible for the transition of projects from the implementation phase to the Operations and Sustainment phase. Roles and responsibilities may overlap with the Chief Engineer. Apply industry best Project Management practices for scheduling, cost, risk and performance measurements to the management of all projects. This includes support for PMO and IPT cost, schedule and performance (planned and actual) reporting requirements, including preparation and submission of project review materials and system documentation for each project. Develop Engineering Orders (EO's) to document detailed network solution design and direct implementation strategies and coordinate the implementation of EO's into the TS II architectural baseline. Manage and execute projects approved, funded, and assigned by the TS II PMO for infrastructure upgrades, technology insertions, recapitalization and network instantiations into the TS II architectural baseline. Provide network engineering and preparation of TO Responses, Materials Lists, Rough Order of Magnitude (ROM) estimate and Engineering Change Proposal (ECP) packages for Transport design and engineering projects. Develop and implement solutions which are interoperable agency-wide, between NGA and NSG sites, and with external stakeholders, and which meet industry standard profiles for a converged infrastructure within the construct of overarching and evolving DoD/[C. Review and create Technical Assessments (TAs) of assigned Change Requests (CRQs) as directed in applicable CDRLs. CRQs will be assigned to the TS II provider by the TS II PMO. Review ISP Requirement Questionnaires (IRQ), participate in customer TEMs and perform site surveys with the customer as required to effectively assess the CRQ. Maintain maximum interoperability and interchangeability through the use of standard designs, common components, and vendor equipment families for Transport architectures and services, when feasible
An active, current Top-Secret Security Clearance with SCI access (TS/SCI). A Polygraph is required for this position. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. US citizenship is required
Desired: Advanced degree in a technical field including program management or related discipline. ITIL V3 professional certification with operational experience. Familiarity with the NGA Readiness Review Process
