Responsibilities

Responsible for creating, implementing, and taking ownership of purchase order and subcontract actions within the Supply Chain organization. Create sourcing strategies, lead source selection, use price analysis techniques, conduct negotiations, and make PO/subcontract awards for commodities and services in information technology, engineering, and test equipment, facilities and building operations. Develop and maintain key internal stakeholder relationships to create a collaborative subcontracting environment. Ensure that all PO and subcontract actions are in compliance with FAR/DFAR and other Government or customer requirements.

Key Functions
• Negotiates, documents, and awards purchase orders and subcontracts for supplies and services
• Prepares all required purchase order and subcontract supporting documentation including transaction summaries, price or cost analysis, negotiation memoranda
• Monitor and manage purchase orders/subcontracts through completion; from cradle to grave for assigned commodities
• Conducts market research to identify qualified suppliers
• Develops thorough and accurate requests for proposals (RFPs) to suppliers. Reviews supplier proposals to determine RFP compliance, and supplier viability for contract award
• Processes purchasing actions according to state and federal statutes and accounting policies and procedures.
• Coordinate with suppliers and internal customers regarding supplier performance issues
• Investigate and resolve receiving and payment issues
• Facilitates all pre-bid actions including bid conferences, job walks and requests for information

Qualifications

Required for level II Supply Chain Buyer
• Two (2) or more years of experience working government subcontracts/procurements
• Knowledge of procurement practices and procedures
• Experience in acquisitions governed by Federal Acquisition Regulations (FAR)

Required for level III Supply Chain Buyer
• Five (5) or more years of experience working government subcontracts/procurements
• Knowledge of procurement practices and procedures
• Experience in acquisitions governed by Federal Acquisition Regulations (FAR)

Preferred
• Experience in Microsoft Office applications including Excel
• Work well in a team environment
• Detail oriented
• Ability to prioritize tasks and projects
• Strong organizational skills
• Ability to handle multiple priorities and projects at one time
• Effective interpersonal skills to coordinate efforts and work with other internal and external organizations
